It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to adopt <br />Resolution 04-093, a resolution calling for a Special Election to fill a vacant City <br />Council seat, establishing certain policies for the June 7, 2005 Special Municipal <br />Election, and requesting consolidation with other elections in Alameda County. <br /> <br /> Mr. Sullivan believed the people of Pleasanton deserve to vote for its <br />representatives. He did not know how the Council could appoint someone and be fair to <br />the community at large. It is incumbent upon this Council to work together for the next <br />six months and keep the business of the City moving forward. <br /> <br /> Ms. McGovern concurred with Mr. Brozosky and Mr. Sullivan's' comments. She <br />encouraged the community to be serious about this election by exercising its right to <br />vote. <br /> <br /> Mayor Hosterman also believed it is extremely important to give the community <br />the opportunity to vote. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, end <br /> Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Appointment of Vice Mayor and 2005 Local and Reqional Appointments for City <br />Councilmembers (SR 04:303) <br /> <br /> Nelson Fialho, City Manager, presented the staff report. <br /> <br /> Ms. Hosterman noted that she selected Mr. Brozosky to serve as Vice Mayor for <br />2005. She made a number of appointments to regional and local committees. She <br />requested and received assignment preferences from each member of the City Council. <br />After considering individual requests, she made her selections according to everyone's <br />interests. She noted that there would be an opportunity to revisit the appointments when <br />the current Council vacancy is filled. <br /> <br /> Mr. Brozosky questioned the process for appointments. He was hoping to see <br /> some consistency remain with respect to the appointments made today even after the <br /> vacant Council seat is filled. He did not believe the appointments were evenly divided <br /> amongst the Council. <br /> <br /> Ms. Hosterman said she wanted to allow all Councilmembers the opportunity to <br /> get an idea of what these committees are ali about. If any Councilmember has an <br /> objection or wants to switch with someone else, she would entertain that discussion. <br /> She is trying to ensure that the position of Mayor is well represented across the board. <br /> <br /> Mr. Brozosky believed some of the appointments to certain Committees were by <br /> nature of being elected as Mayor. Traditionally, the Mayor has allowed the remainder of <br /> the City Council to represent the City on other local and regional committees.
