There was a break at 9:56 p.m. <br /> <br /> The meeting reconvened at 10:08 p.m. <br /> <br />Item 8e <br />Award of construction Gontract to Blossom Valley Construction of San Jose, <br />California for the BMX Proiect, CIP 017036. ($R 04:288) <br /> <br /> Mr. Wolfe presented the staff report. <br /> <br /> Mayor Hosterman recognized and thanked Commissioners, staff and community <br />members who have been integrally involved in this project. She sees the addition of a <br />BMX park as a great amenity for kids in Pleasanton. <br /> <br /> Mr. Wolfe pointed out that one of the Planning Commission's conditions for this <br />project and for the California Splash project is to improve the median island on Stanley <br />Boulevard. This particular median was not constructed as is typical of most medians. <br />When the median was created, the cement area was placed over the existing asphalt, <br />which has created problems for the City's ability to irrigate it and create a base for plant <br />material. The cost of this project has come in higher than originally projected. Staff <br />recommended a solution to make up the shortfall. Staff proposes that Council approve <br />the construction contract as proposed. Staff has already discussed with the Iow bidder <br />its intent to pull out the median portion of this project. <br /> <br /> Mr. Brozosky asked why this project went from a $75,000 to a $100,000 estimate <br />and actually ended up costing $175,000? <br /> <br /> Mr. Wolfe said that when staff initially started down this path, it believed the <br />project could be completed with basic improvements. As the project has continued to <br />evolve, there were additional costs that have continued to add on to the overall cost. <br />The improvements to the median island were a condition that the City agreed to with <br />East Bay Regional Park District as part of the lease discussions. East Bay Regional <br />Park District is responsible for the remainder of the median that fronts California Splash. <br />Staff initially believed a small amount of grading would need to be done on this site. As <br />this project unfolded, there are some apparent issues with water drainage and this site <br />will need to be graded so that all of the water will drain into the southeast corner. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Wolfe said that staff estimates it <br />will take approximately five to six weeks to complete this project, depending upon <br />weather conditions. <br /> <br /> Mr. Fialho pointed out that the contract specified 25 days to complete the project. <br />The reality is that this project should be completed by the end of March or early April due <br />to uncertain weather conditions and the amount of grading that needs to be completed. <br /> <br /> There were no public comments. <br /> <br /> Ms. McGovern noted that it has been the objective of those who have been <br />working on youth activities in Pleasanton to complete this project. She pointed out that <br />the BMX Park is not for motorized bicycles and is for kid-powered bicycles, which is a <br />healthy activity for the kids.
