Mayor Hosterman believed that conceptually, the basic improvements design <br />plan is adequate for the purposes of allowing staff to discuss with the School District a <br />cooperative funding approach. She is concerned that the City has not moved forward on <br />the two-lighted sports fields for the Bernal property. She believed that the Donlon <br />athletic fields project might preempt the City's ability to move forward on the Bernal <br />property. <br /> <br /> It was moved by Mayor Hosterman, seconded by Mr. Brozosky, to accept <br />the proposed "Basic Improvements" design plan conceptually, to defer any plans <br />for fencing until a later date, and to direct staff to discuss a cooperative funding <br />approach with the School District. <br /> <br /> Ms. McGovern asked that this project be valued engineered to look at what <br />improvements could be removed to meet the needs of the community. <br /> <br /> Mr. Brozosky concurred with Ms. McGovern's request and asked that it be <br />included as part of the motion. <br /> <br /> It was moved by Mayor Hosterman, seconded by Mr. Brozosky, to amend <br />the motion to conceptually approve the "Basic Improvements" design plan, to <br />defer any plans for fencing until a later date, to direct staff to work with the School <br />District towards a joint funding concept and secure other funding sources if <br />possible, and to direct staff to work with the School District to decrease the <br />overall project costs to a more reasonable level for the City. <br /> <br /> Mr. Brozosky asked how fast staff could work with the School District to see if <br />there is conceptually an agreement from them on the joint funding and how this project <br />can be valued engineered? He would like for this to come back to Council as soon as <br />possible and at that point, Council could determine whether it wanted to wait for the <br />presentation of the City's Capital Improvement Program. <br /> <br /> Mayor Hosterman wanted Council to have the opportunity to review the report on <br />the Bernal property prior to making any major decisions. <br /> <br /> Mr. Fialho noted that it will take staff several months to work with the School <br />District on some of the specifics and by that time, Council will have reviewed the Bernal <br />property project and have some sense of what the magnitude might be. He suggested <br />bifurcating this so that Council receives the Bernal property project in January 2005. <br />Once staff has come to a resolution with the School District, it brings the Donlon School <br />athletic fields project back to Council again, conceptually, with a valued engineered <br />number in addition to a joint funding formula. At that point, Council could then determine <br />if it wanted to fund the athletic field project or defer it to the Capital Improvement <br />Program process. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembere - Brozosky, McGovern, Sullivan, and <br /> Mayor Nosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Pleasanton City Council 16 12/07/04 <br />Minutes <br /> <br /> <br />
