Capital Improvement Program is presented to the Commissions and City Council <br />sometime in the spring. <br /> <br /> Mr. Brozosky said the purpose of the renovation to the Donlon athletic fields was <br />to utilize field space that is heavily underutilized because of the poor quality of the soil <br />and the irrigation, The proposed basic improvements design is more than he originally <br />envisioned. His intention was not to make the fields at Donlon School into a sports park. <br />He did not want to bring the renovation of these fields up to the same level as the fields <br />at the Sports Park and Val Vista Park. He believed the project is over engineered as it <br />relates to the funding costs. He realized that the City strives to do the best; however, the <br />City needs to revaluate the purpose of the renovation of these fields. He questioned the <br />need for storage structures. His recommendation would be for staff to value engineer <br />this project to determine the minimum amount of work that needs to be done to maintain <br />these fields. In addition, he would also recommend that staff continue to work with the <br />School District and the School Liaison Committee to jointly finance this project, and to <br />identify additional funding resources. He was not willing to spend $2 million dollars on <br />this project, as it is not what he originally had envisioned. <br /> <br /> Ms. McGovern wanted the City to continue to move forward on the two lighted <br />sports fields on the Bernal property as this is a number one priority for the community. <br />She wanted the City to continue to work on the proposed renovation of the existing <br />athletic fields at Donlon Elementary School, as it could be a win-win situation for both the <br />School District and the City. She was concerned about the funding and when it would <br />be available for the infrastructure that is needed for the Bernal property. By renovating <br />the existing fields at Donlon Elementary School, it would provide a possible method for <br />giving additional fields to the community while Council works out a financing plan for the <br />design of the Bernal Park. She agreed with Mr. Brozosky's comments to value engineer <br />this project. She noted that a 30 percent contingency is built into the budget for the <br />basic needs for this project. She shared her concern with the way in which the overall <br />costs are determined for public projects, particularly when the project goes out to bid. <br />She is interested in hearing from the School District regarding what it has planned for <br />Donjon Elementary School and what might fit into this project to jointly modernize this <br />entire area. She was hopeful that the City and the School District could work jointly on <br />this project to supply the School District with a beautiful field for children for school use <br />and athletic fields for Pleasanton residents. She believed the School District could look <br />at the plans for fencing, as the District has always been concerned about making the <br />schools safe for children. She would like to see the City move forward on this project as <br />soon as possible. <br /> <br /> Mr. Sullivan did not disagree with any of the comments made by Mr. Brozosky <br />and Ms. McGovern. He would be supportive of looking at a more scaled down version <br />for the basic improvements design plan of the Donlon athletic fields. He believed this <br />project should be considered in conjunction with the Capital Improvement Program so <br />that cost comparisons could be made with respect to whether this project is taking <br />money away from the Bernal property or another project. He noted that the Aviso Adobe <br />project is also short of funding. He would be interested in seeing how fast this project <br />could be completed versus how fast the sports fields on the Bernal property could be <br />built. He would prefer for Council to make these decisions when this information is <br />available. He was interested in receiving more input from the neighbors as to their <br />opinion on the fencing.
