Ms. McGovern said yes.

Mayor Hosterman said she did not intend to change the appointments to the
School District Liaison Committee.

Ms. McGovern indicated that she would be interested in being appointed to the
Economic Vitality Committee or the Zone 7 Liaison Committee. She was concerned
about what appointments the councilmember elected in June would be given.

Mayor Hosterman indicated that the council assignments to local and regional
boards and commission could be revisited in June 2005 when that councilmember is
seated.

Ms. McGovern believed Mayor Hosterman needed to have trust in her fellow
councilmembers that they will represent the community. She recognized that there is a
learning curve for new councilmembers, and she believed she could be a positive
member to any committee in which she is appointed. She believed Council needed to
do a better job of reporting back to the community and each other about what occurs on
each of these committees. She believed that council assignments to local and regional
boards and commission should be distributed equally, particularly when the new
councilmember is elected in June 2005.

Mayor Hosterman said she tried to be as fair as she could in appointing
representatives to serve on internal Council committees and on regional boards,
commission, committees and joint powers authorities.

Mr. Sullivan pointed out that there are certain duties and responsibilities that
come with being Mayor. He believed some latitude should be given to the Mayor to
make these appointments.

Ms. McGovern was concerned about the where the fifth councilmember would fit
into the assignments to local and regional boards and commission.

Mayor Hosterman said it is important for each Councilmember to have a
roadmap of what each of its expectations is for the foreseeable future. She noted that
there would be an opportunity in the future to make adjustments.

Ms. McGovern said she would support ratifying the Mayor's appointments if
Mayor Hosterman would spend some time reviewing the council assignments to local
and regional boards and commissions and bring the matter back to Council for further
discussion.

Mayor Hosterman said she would be willing to review the list of assignments to
consider making adjustments and to bring this matter back to Council for discussion.

Mr. Sullivan indicated that he would be willing to give up his appointment as
alternate to the Tri-Valley Transportation Council if Ms. McGovern were interested.

Ms. McGovern said she would like to be appointed as the alternate to the Tri~
Valley Transportation Council.

Pleasanton City Council 10 12/07/04
Minutes
