Mr. Thomas believed the Plaaning Commission was referring to the original 1993
statement that Council would create a new bridge with a false steel superstructure, which
would replicate the existing steel truss bridge. The Planning Commission believed that
was the Council's direction at that time and the Commission did not want to go contrary
to that statement.

Mr. Brozosky asked if a new bridge was needed, or whether a narrower bridge
could be added that would be only for bicycles and pedestrians.

Ms. McKeehan said that school traffic impacts this portion of town.

Mr. Campbell wished to support staff in its recommendation to redesign the
bridge. He was not enamored with the design of the bridge on Division Street. He liked
the idea of having two contrasting bridges side by side.

Mayor Pico opened the meeting for public comments.

Joy Schorne, a Pleasanton resident, did not object to reducing the cost of the new
bridge by removing the steel superstructure from it. She believed it was important for the
new bridge to tie in with the existing bridge by incorporating some steel into the design,
particularly after taking so long to reaCh a compromise.

Mayor Pico closed the publici testimony.

It was moved by Mr. Campbell, seconded by Ms. Hosterman, to direct staff
to redesign the second Bernal Avellue bridge, to eliminate the false steel
superstructure, to proceed with mgving the sidewalk on the existing bridge next
year, and to bring the final designback to Council for its approval.

Mr. Brozosky concurred with Ms. Schome's comments.

Ms. Ayala asked when final design for the bridge would return to Council for its
approval?

Mr. Thomas said that staff would proceed with the relocation of the pedestrian
walkway on the side of the existing bridge, and then be prepared to bring the final design
to Council for its approval within th~ next year.

Ms. Ayala asked if the removal of the abutments on the existing bridge made any
significant improvements to the water flow?

Ms. McKeehan said that the removal of the abutments removed a number of
homes from the flood zone, but not ~00 percent. Staff has continued to work with the
Army Corps of Engineers to try and remove all of the homes within the flood zone.

Pleasanton City Council 16 08/03/04
Minutes
