compromise to go with a steel super ~tmcture for a portion of the bridge that would not
negatively impact the old bridge. Ha believed this was important, but given the
escalation in the cost of steel, it was no longer practical. He believed Council should do
what it could to come up with a way to build a new bridge next to the old bridge that
complements it, improves pedestrianiand traffic safety, and traffic circulation. He would
like to see the De Silva Group contributing more money to the bridge, but he also
believed Council should remain true to its commitments.

Ms. Ayala indicated that she had no desire to remove the existing bridge. She
asked if the idea was to try and hide the new bridge?

Ms. McKeehan said it is just the opposite.

Mr. Thomas said staff believes that a more simple bridge would complement the
existing bridge rather than hide it.

Mayor Pico believed that motorists coming from the south would see more of the
bridge, as it currently is buried in th~ trees. By placing a new bridge next to the existing
bridge, it will make it stand out.

Ms. McKeehan said that the aew bridge provides a frame for the existing bridge
and the motorist's attention will be drawn to the existing bridge.

Ms. Ayala seemed to recall that Council had discussed upgrading the existing
bridge.

Ms. McKeehan recalled that Council discussed wanting to do something on the
entrance of the bridge at the north en~l of Main Street.

Mayor Pico noted that the final design, contract and funding for the second bridge
would return to Council for its final approval. Staff is currently asking Council for
direction to eliminate the false steel superstructure and provide direction for a new design
for a concrete bridge that will have some architecturally pleasing elements and
complement the old bridge.

Ms. McKeehan strongly emphasized that there is no intent of doing anything to
the existing bridge.

Ms. Ayala asked if there is a problem with traffic in this part of town?

Ms. McKeehan said yes.

Mr. Brozosky mentioned that the action taken by the Planning Commission at its
meeting on July 29, 2004 was to recgmmend to Council to pursue options that comply as
closely as possible with the original agreement. He asked which original agreement was
being referenced?

Pleasanton City Council 15
Minutes

08/03/04
