It was moved by Mr. Brozosky, seconded by Ms. Ayala, to introduce <br />Ordinance No. 1912, to be read by title only end waiving further reading thereof, <br />approving the application of Fsirland Investment, Inc. for PUD modification to the <br />Stanley Business Park PUD Development Plan, as filed under Case PUD-81-25-6M. <br /> <br />The roll rail vote wa8 as follows: <br />AYES: Council members - Ayala, Brozosky, Campbell, Hosterman, and <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Hosterman supported the application, but felt there were problems. She <br />realized the neighborhood wanted a gas station and convenience store. She liked the <br />schematic that showed traffic flow and felt it would help the area. She still has concerns <br />and believed Council needs to scrutinize any project proposed for that intersection. She <br />noted the area has a variety of architectural styles, some very good, some less so. This <br />project is attractive, but she had some concern about lighting, of the signags and the <br />glara under the canopy. She wanted to avoid having a huge lit up center that would <br />negatively impact the area and the neighborhood. <br /> <br /> Mr. Iserson commented that the Planning Commission agreed with those <br />concerns and modified the conditions 4 and 12 to address the lighting and the plastic <br />background on the monument sign. <br /> <br /> Ms. Hosterman asked if problems arise due to the sale of alcohol during late <br />hours whether this application would come back for review. <br /> <br />Mr. Iserson said that was possible, since this is a conditional use. <br /> <br /> Mr. Campbell liked the design as is and appreciated the patience of the applicant <br />in working through the process. A gas station is needed in this area. <br /> <br />Item 6c <br />Tentataive Cancellation of Aoricultural Preserve Contract on property within the <br />City of Plsesenton owned by RMC Pacific Materials (Vineyard Avenue Corridor) <br />(SR 04:266) <br /> <br />This item was continued to December or January. <br /> <br />Item 6d <br />2003-04 Fiscal Year End Financial Report (SR 04:268) <br /> <br />Sue Rossi presented the staff report. <br /> <br /> Mr. Brozosky referred to the fees in the staff report and asked if those fees reflect <br />traffic impact fees and lower income housing fees? <br /> <br /> Ms. Rossi said those are service fees. They are inspection fees, engineering <br />fees, etc. Those are what staff suggests be carried over.
