Mr. Brozosky felt if the development fees were up then the lower income housing <br />fees should also be up. But he acknowledged that services fees include many activities <br />and are not just for new construction. <br /> Mayor Pico referred to the $5.1 million temporary recession reserve and noted <br />last year's contribution was over a million dollars. He noted the budget provides for all <br />funding taken away by the state and also increased the recession reserve. There is a <br />$2.8 million surplus for the year. That was a good job by staff and all the city <br />employees. <br /> <br />Mayor Pico asked for public input. There was none. <br /> <br /> It was moved by Mr. Campbell, seconded by Ma. Hoaterman, to adopt <br />Resolution No. 04-082, amending the 2003-04 Operating Budget as shown in <br />Appendix A; approving the Operating Budget carryovers detailed in Appendix C; <br />fully appropriating all General Fund Reserves and making designations as shown <br />on page 12 of the staff report; and fully appropriating all other balances as shown <br />in Appendix B and designating them as contingency reserves for existing and <br />future, known and unknown, obligations. <br /> <br />The roll call vote was aa follows: <br />AYES: Council members - Ayala, Brozosky, Campbell, Hoaterman, and <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Brozosky inquired if it would be necessary to start using the Reserve if <br />Proposition lA is not passed by the voters. <br /> <br /> Ms. Rossi did not think that would be necessary immediately. She did not <br />recommend spending it until more information is known. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Hosterman, to issue a <br />proclamation commending all city employees for their efforts this past year to <br />keep the City under budget and to provide for a budget surplus. <br /> <br />The roll call vote was as follows: <br />AYES: Council members - Ayala, Brozosky, Campbell, Hosterman, and <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Hosterman also thanked Ms. Rossi, her staff, and all employees who have <br />made this possible.
