Mayor Pico did not agree with moving the civic arts complex to the north. He felt <br />it made more sense to leave it where it is proposed. The other recommendations about <br />not showing the roads through the office park and moving the railroad station north are <br />minor. Where the civic arts complex is proposed is critical. <br /> <br /> Mr. Brozosky did not feel the civic arts center would work without the road going <br />through the office park. How else would it be accessed? <br /> <br /> Mr. Rasmussen said staff could come back with options. One option may be to <br />leave the civic arts center in that location and the other to move it to the northeast as <br />recommended by the jury, <br /> <br /> Ms. Ayala noted the jury recommended removing the read through the office <br />buildings, but Council does not have to go along with that. <br /> <br /> Mr. Rasmussen said that was correct. <br /> Ms. Ayala requested two schematics: one leaving the road and leaving the civic <br />center where it is located and one moving it someplace else. Staff would of course <br />confer with the Civic Arts groups. <br /> <br /> Mr. Rasmussen said the idea was to present a plan that Council could feel <br />comfortable with, then show it to the various commissions. Staff would then come back <br />to Council with the commissioners' comments and Council could decide if that is what it <br />wanted. Staff would then revise the Specific Plan and bring it back for formal review. <br /> <br /> Mr. Brozosky suggested a further option to leave the civic center as proposed but <br />to change the circulation. <br /> <br /> Ms. Hosterman stated this is for a unified site plan concept. Once that is done, <br />then Council can go to the next level and ask the questions being raised at this meeting. <br /> <br /> Mr. Brozosky felt the civic center location dictates many other things in the plan. <br />So it makes no sense to discuss other things until that is decided. <br /> <br /> Mr. Rasmussen indicated this has been taken to the Civic Arts Commission and <br />it has commented on a plan quite close to what is presented to Council. <br /> <br /> Mr. Brozosky said there has not been a dialogue between the Commission and <br />the architects who can explain the reason for placing elements in certain places. <br /> <br /> Mr. Rasmussen agreed staff could present this to the Civic Arts Commission <br />before bringing the concept back to Council. <br /> <br /> It was moved by Mr. Brozosky, seconded by Ms. Hosterman, to approve a <br />contract with M.D. Fotheringham - Landscape Architects, to assist the City in <br />revising the Draft Bernal Property Phase II Specific Plan; to approve a contract <br />with M. D. Fotheringham - Landscape Architects, to prepare a schematic design <br />for Phase I improvements to Bernal Community Park; and to direct staff to work <br />on the unified site concept plan, working with the Civic Arts Commission, to <br />determine several locations for the arts center, as well as to include <br />recommendations for water elements. <br /> <br />Pleasanton City Council 22 10/05/04 <br />Minutes <br /> <br /> <br />
