__ Mr. Rasmussen reiterated that the plan is merely a recommendation at this point <br /> and staff would like to have feedback from Council. <br /> <br /> Mayor Pico asked what would happen if Council did not give direction to staff at <br />this meeting. <br /> <br /> Mr. Rasmussen responded that it would slow the process slightly. Some input is <br />necessary in order to fix the location of the Phase I ball fields and community park area. <br /> <br /> Mr. Brozosky felt since staff would be working with the Civic Arts Commission, <br />that should be done before getting input from Council on the Phase I ball fields. <br /> <br /> Mr. Wolfe said if Council wants staff to look at a different configuration for the ball <br />fields, it would slow the process. Staff is working on the premise that the approved <br />Fotheringham design is very similar to the RRM suggestion and that could move that <br />process forward quickly. If Council decides to relocate them, then staff will have to go <br />back to the Task Fome for review. <br /> <br /> Ms. Ayala asked if the proposed location of the bail fields would in any way slow <br />the process. <br /> <br />Mr. Wolfe said no. <br /> <br /> Ms. Ayala asked if Council approved staff recommendation one and two and left <br />three to a new Council, would that slow the process? <br /> <br /> Mr. Rasmussen said it would to a limited extend. Staff will assemble many <br />components and present them to the new Council for a decision. If the new Council <br />decides to move the civic arts center to another location, for example, there is flexibility <br />to do that without interference with the park. He believed this Council could still approve <br />the third recommendation for the Phase II Specific Plan. <br /> <br /> Mr. Brozosky felt the process should start so staff can bring together all the <br />ideas. This should go to the Civic Arts Commission sooner, rather than later, because <br />they have the expertise to evaluate the proposals. <br /> <br /> Mr. Fotheringham indicated the process includes the ability to explore other <br />options after dialogue with the Commissions. <br /> <br /> Mr. Brozosky believed there was a general desire to have more water elements <br />in the plan. People like to gather near water. <br /> <br /> Ms. Hosterman felt Council was not precluded in adding those amenities in the <br />future. She supported the staff recommendation. <br /> <br /> Mr. Rasmussen said staff supports exploring ali the conditions recommended by <br />the jury.
