Mr. Brozosky clarified his direction would be to take down all the poles, reorient <br />the range 45 degrees and use limited flight balls. Once the easement is obtained <br />through whatever means, then use regular balls. <br /> <br /> Mr. Wilson said limited flight balls would still go to the GE property even with the <br />reorientation. They go to the same height, just not as far, so the same height fence <br />would be required. <br /> <br /> Mr. Campbell asked staff how it felt about Ms. Hosterman's motion and whether it <br />was realistic to change the plan in the future, contrary to Ms. Ayala's doubts. <br /> <br /> Mr. Fiaiho liked the option presented by Ms. Hosterman because it enables staff <br />to build the course without compromising or delaying the current operations at the golf <br />course. Staff acknowledges it would be expected to work aggressively to find a long- <br />term solution to this issue. It would be a staff priority. The downside of doing that is the <br />cost. Any poles installed on the east side will have to be removed in the future if the <br />range is reoriented 45 degrees. <br /> <br /> Mayor Pico pointed out the cost is $170,000 for the poles and netting. That has <br />been paid for already. The driving range has been graded and everything done except <br />seeding it. That is not a significant expense in this process. He felt the project should <br />proceed with strong direction to staff to try to find a future alternative that could eliminate <br />the south and east side poles altogether. He preferred a motion similar to Ms. <br />Hosterman's with a modification that the south poles and fence remain, but at a lower <br />height, so the impact on the view shed is minimized, but maintain the safety and a <br />reduction in the number of errant balls. He is not a golfer, but he does use the trails and <br />he was concerned about the impact of the trail experience if one must walk through a <br />tunnel of wire. He felt the City was so far along on the project; he did not want to <br />compromise the viability of the course. He believed that building the bypass read over <br />the ridge in the original configuration will be a much worse visual impact than anything <br />contemplated with the golf course. The City has made the investment to build the <br />course and it should proceed. The cost of changing the driving range is not significant, <br />but it would be a mistake to open the course without the range. <br /> <br /> Ms. Hosterman agreed to amend her motion as Mayor Pico suggested and Mr. <br />Campbell agreed. <br /> <br /> Mr. Brozosky did not want a tunnel for the trail. He wanted a fence as high as a <br />person on a horse. <br /> <br /> Mr. Wilson said there would not be a tunnel but rather a fence with a curved top <br />similar to that on freeway over crossings. <br /> <br /> It was moved by Ms. Hosterman, seconded by Mr. Campbell, to erect the <br />east and west side poles and netting, reduce the height of the poles on the south <br />as far as possible to minimize the impact on the views yet protect the trails and to <br />direct staff to study the feasibility of reorienting the driving range 45 degrees. <br /> <br />Pleasanton City Council 19 10/05/04 <br />Minutes <br /> <br /> <br />
