Mr. Campbell asked if there had been any discussion with the course operators <br />about the reality of sending people down the back slopes to pick up golf balls? <br /> <br /> Mr. Wolfe said there had been no discussions on that issue. If there were some <br />netting, there would be a collector area for balls. There is the possibility that some balls <br />will get outside the area. If the back fencing is removed, there will need to be some type <br />of cage structure for the trail users. If the driving range is turned 45 degrees, balls will <br />be hit directly into the trail users. Council needs to be aware of all these impacts. The <br />trail will have to be rerouted or lowered to avoid those impacts. <br /> <br />Mr. Brozosky inquired about the possibility of using short distance balls. <br /> <br /> Mr. Wolfe said golfers want the full experience of what will occur on the golf <br />course. They do not like the limited flight balls. <br /> <br /> Ms. Ayala felt cost was not a determining factor in her decision. The City has <br />already spent a lot of money and if you are going to build the course, do it right or not at <br />all. She wanted a driving range, but was very interested in turning the range 45 <br />degrees. She felt it was possible to relocate the trail. She asked if it would be better to <br />just stop work now with the understanding that the range would be turned 45 degrees, <br />than to proceed with taking poles out, putting the west side up temporary, negotiating an <br />easement, etc. She was concerned that if it proceeds in the current plan, it will never get <br />switched to a new direction. She believed getting an easement from GE is possible, it <br />will just take some time. <br /> <br /> Mr. Roush said it is always possible for the City to condemn the property if <br />necessary to get the easement. <br /> <br /> Ms. Hosterman said her biggest concern was getting the golf course built, <br />including a driving range that is functional and has as little impact as possible on the <br />area. She felt it would take more time than Council thinks to get an easement for the GE <br />property. These are poles and netting and she did not feel it would be that difficult to <br />make a change. <br /> <br /> It was moved by Ms. Hosterman, seconded by Mr. Campbell, to direct staff <br />to erect the west side poles and netting and the east side poles and netting, delete <br />the southern poles altogether, determine how to harvest the balls that will collect <br />back there, and to investigate a different design. <br /> <br /> Ms. Ayala hesitated supporting that motion because of her experience with <br />government, which has shown that once a path is chosen, it is not changed. She did not <br />want the driving range holding up the completion of the golf course. <br /> <br /> Mr. Brozosky suggested turning the range 45 degrees and using limited flight <br />balls until an easement is obtained from GE.
