Cindy McGovern, 9206 Longview Drive, Chairman of the Youth Master Plan
Implementation Committee, asked Council to move forward with this plan. The Committee
visited various teen centers in Northern California. Each was very different. Noil & Tam
were the unanimous choice of the Committee because it had taken into consideration the
community, how to integrate the landscaping on the outside of the building to attract the
youth to the building and make them comfortable as well as having a community-wide
appeal. The community center will serve young people from infancy to age 22.

There were no other speakers and the public hearing was closed.

It was moved by Mr. Campbell, seconded by Mr. Brozosky, to authorize the
City Manger to execute a contract with Noll & Tam Architects to develop the master
plan and design concept of the proposed youth center; and to incorporate the study
of the feasibility of a dual use facility, such as a community center with the master
plan for a youth center.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell and Hosterman
NOES: None
ABSENT: Mayor Pico
ABSTAIN: None

Item 6c
PUD-96-04-01M/PSP-6 Berni Hefker
APPlication to modi~ the approved Planned Unit Development (PUD) development
~)lan and the North Sycamore Specific Plan to allow a thee-lot subdivision at
Sycamore Creek Way. He explained the relocation of the road by agreement between
the Hafkers and Moreiras.
