Ms. Hosterman thanked staff for its efforts and hours of negotiations in attempting to <br />fund this much-needed elementary school. This is a gmat opportunity to partner with the <br />School District to fulfill a need of the community. She hoped the School Board would also <br />approve the agreement. <br /> <br /> It was moved by Ms. Hosterman, seconded by Ms. Ayala, to approve in <br />concept the Agreement and to schedule a joint meeting with the School Board to take <br />final action on the agreement. <br /> <br /> Mr. Campbell said he has struggled with this issue. He wants to support the School <br />District, but he felt the City has taken the lead in this agreement. He felt the City was foming <br />the District to build a school it may not want. He felt the District should have taken a <br />stronger lead. He did not feel this was a good use of general funds so the public could use <br />fields and multipurpose rooms. The City is already doing that without spending anything. <br />He preferred that the School Board approve this before it comes to Council. He did not like <br />the fact that the City appears to be taking the lead on this. <br /> <br /> Ms. Hosterman appreciated Mr. Campbell's position, but she felt the District had <br />been unable to get funding for this very much-needed school and the City stepped up to <br />assist it. The decision is ultimately in the hands of the School District and it will decide <br />whether it wants to approve this agreement. <br /> <br /> Ms. Ayala would like to have a joint meeting with the School Board. She said she <br />served on the School Liaison Committee and when the School District was sued because <br />the school was not moving forward as it had planned, the District approached the City for <br />assistance in providing the infrastructure. She did not know of any other school district and <br />city that have worked together so well to provide infrastructure. The streets and utilities are <br />in place and all that is missing is the school. She felt this agreement was a tool to help the <br />School Board reach its goal of building another piece of infrastructure for the City. She feels <br />the District and City serve the same constituents and both spend taxpayer dollars. If the two <br />agencies work together, the funds can be spent mom wisely. <br /> <br /> Mr. Campbell reiterated that these are two different governing bodies and the City <br />should respect the School Board's decisions on policies for education. <br /> <br /> Ms. Ayala said it was the School Board's final decision on whether to move forward <br />with the school.
