Mr. Wilson said that staff will include the bridges as part of the concept plan and <br />develop the design while providing options in terms of ways to keep the cost of the <br />project down. Staff will then bring the matter forward to the Parks and Recreation <br />Commission for its input. From a design standpoint, the bridges are a better design <br />feature; however, the cost associated with the bridges is substantial in terms of the overall <br />project. <br /> <br /> Mayor Pico said that it was his intent that staff also includes stepping stones as an <br />option or an alternative to the bridge. He would like Council to be able to look at both <br />options at the time the final decision is made. <br /> <br /> Ms. Ayala believed it would be beneficial to prioritize which areas are accessed <br />more frequently, particularly if Council needed to eliminate a bridge for a certain area, <br />which she believed would be the culvert crossing that is used the least. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Brozosky, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br />6A <br />Adopt a resolution setting fees for waste collection services with Pleasanton Garba~,e <br />Services. (SR 04:185) <br /> <br />Nelson Fialho presented the staff report. <br /> <br /> Rick Hutchinson, R3 Consulting Group, reviewed the rate methodologies <br />employed by Pleasanton Garbage Services in setting its proposal, and the seven <br />components which staff believes materially effects the company's proposal, which <br />provides a basis for the 12 percent increase that is being recommended. <br /> <br /> Ms. Ayala asked if the City would continue to pay all of the increases that <br />Pleasanton Garbage Services incurred for medical expenses for ils employees as these <br />costs go up? She asked if the City had any control over it? <br /> <br /> Mr. Hutchinson said that the contract with Pleasanton Garbage Services does not <br />give the City any control over Pleasanton Garbage Services' medical expenses. <br />Pleasanton Garbage Services is allowed to pass all of these expenses through. <br /> <br /> Ms. Ayala asked if Pleasanton Garbage Services paid 100 percent of its <br />employees' medical insurance costs? <br /> <br /> Mr. Fialho said that staff did not know. Staff does not know that workers <br />compensation and medical costs are listed as expenditures.
