none of the sites has the level of support to move forward at this time. Council can take <br />action to give HDR zoning to the near-BART properties since there is consensus to do so <br />between the Housing and Planning Commissions. This would go far to meeting the June <br />30 deadline from the state and move forward some of the proposals from property <br />owners. These HDR designations could always be changed or combined with <br />commercial zoning when the General Plan is completed next year. The Vintage Hills <br />property is ripe for rezoning. It has sat vacant for years. Several members of Citizens for <br />a Caring Community went to the open house that was recently held for the current <br />proposal for the property. Their observation was that the neighbors who came were <br />interested in the proposal and not necessarily opposed to it. Adding the rezoning of the <br />Hacienda properties to the Vintage Hills Shopping Center and the Auf Der Maur property <br />currently being negotiated for by the City would go a long way to make up the 700 unit <br />fair share housing total required by the housing element. She urged Council to take one <br />step to meet the City's housing responsibilities, te start the process of creating some more <br />affordable housing in Pleasanton and to rezone some of these properties. <br /> <br />Commissioner Fox asked Council could take action tonight for rezoning properties. <br /> <br />Mr. Swift said rezoning could not take place at tonight's meeting. Council can do as <br />suggested, which is to direct staff to continue te look at certain sites and, if Council <br />wanted to adopt the parallel processing, it would allow projects to be processed as the <br />General Plan is being updated. No action to actually change the General Plan or rezone <br />property can be made tonight. <br /> <br />Councilmember Brozosky said that legally the City cannot stop any project that wants to <br />go ahead. <br /> <br />Mr. Swift said that was true and the City was processing a number of projects now that <br />the traffic model is running. Staff indicates in the section on parallel processing that it <br />certainly would assist staff and property owners to know whether or not Council is <br />interested in even reviewing a General Plan amendment, as opposed to a project that is <br />consistent with the General Plan, prior to the completion of the em[re General Plan <br />Update. <br /> <br />Councilmember Brozosky asked if someone came forward with a project that required a <br />General Plan amendment, does the City still have to accept it and bring it all through the <br />process. Or, as a General Plan amendment, could it be stopped at that point if there is <br />direction from Council. <br /> <br />Mr. Swift said the City processes those applications just like any other application <br />because the City allows individuals to apply to change the General Plan. Other <br />communities have a policy that only allows Council initiated General Plan amendment <br />and can only be done in conjunction with a comprehensive change.
