Councilmember Ayala asked if staff anticipated that Council, before November, when <br />there could possibly be three new councilmembers, would be looking at any projects that <br />would need General Plan amendments. <br /> <br />Mr. Swift said it is possible a number of large projects could come forward in that <br />timeframe. Whether or not they include General Plan amendments is still to be <br />determined. <br /> <br />Pete Peterson, 500 La Gonda, Suite 100, Danville, representing Brookfield Homes, <br />discussed the West Las Positas area including the Hacienda Business Park and the <br />conversion of the existing commercial uses to residential. He discussed three parcels <br />represented in Table 4-6 of the staff report as map id numbers 10, 12 and 13. In <br />aggregate these three parcels contain 18.9 acres. Brookfield Homes has entered into an <br />agreement for the purchase and development of these sites with the goal of building <br />approximately 400 townhome/condiminums which would include units set aside for <br />moderate income families consistent with the current affordable housing policy. They <br />understand that much work is ahead with the neighborhood, Hacienda Business Owners <br />Association, Pleasanton Unified School District and the City of Pleasanton to accomplish <br />their goal. The three buildings on these sites are nearing the end of their useful life, with <br />two currently being vacant. He believed the conversion of these sites to residential use is <br />a great alternative opportunity for the City. <br /> <br />Councilmember Ayala asked about the West Las Positas Interchange. <br /> <br />Mr. Peterson said the project should not impact the Interchange and they are waiting for <br />the traffic model to determine the impact the conversion would have on the traffic. He <br />understood the traffic model is now available to make the runs and he encourages the <br />inclusion of the West Las Positas site in the Hacienda Business Park in the study in order <br />to answer questions and move the project forward. <br /> <br />Mayor Pico said a site listed as Amador One, which is opposite the Middle School, but <br />does not appear to be on the same side as the Arroyo and does not appear on the map. <br /> <br />Mr. Swift said he believed it to be on the same side of the Arroyo as these, but is not one <br />of the properties that Brookfield has an option on. There are four lots there and they have <br />options on three. The four lots have been discussed by the Hacienda Business Park in <br />their workshops with the Planning Commission to allow high-density housing. <br /> <br />Commissioner Fox asked, in terms of properties similar to the Vintage Hills Shopping <br />Center as well as the commercial buildings in Hacienda Business Park, is the trend that to <br />take the building down and build residential? Does staff make a determination as to <br />whether the property is still viable as commercial property or is it the trend that whenever <br />office space has issues with having leases or is vacant, rather than redevelop the property <br />as retail, it is converted to residential? <br /> <br />Minutes of the 9 06.29.04 <br />Joint Workshop <br />City Council & Planning Commission <br /> <br /> <br />
