looking at this site. The City Council addressed the appropriate land use along Sunol <br />Boulevard before Applied Biosytems project was approved. At that time, Council <br />considered residential and a number of other types of uses and decided that the office R <br />and D type of use would be the preferable use for this corridor. This site is using the <br />existing building and in the future, a sidewalk will be added across the frontage of the <br />property. <br /> <br /> Ms. Hosterman noted that the applicant is planning to have 31 large trucks <br />moving in and out of this property. She asked if this would be daily movement? <br /> <br />Mr. Swift said yes. <br /> <br /> Ms. Hosterman mentioned that the applicant would also like to perform outdoor <br />maintenance and repairs on the company vans and trucks on this site. The staff report <br />indicated that there is a paved alcove area on the north side of the building and staff <br />believes it would be an appropriate location to conduct maintenance and repair activities <br />on company vans and trucks and not have it interfere with the neighborhood. She asked <br />if this was correct? <br /> <br /> Mr. Swift said this was correct. He noted that the alcove area is located on the <br />northeast side of the building and is completely buffered from any residential <br />neighborhood to the west. There are no neighbors to the east. The area to perform <br />maintenance and repairs will be screened not only from the residential neighbors but also <br />from views along Sunol Boulevard. <br /> <br /> Ms. Hosterman believed the proposed hours of operation were an issue as 7:00 <br />a.m. seemed to be too early, unless staff believed that the rights of the adjacent residents <br />and existing businesses would not be infringed upon by early morning noise impacts. <br /> <br /> Mr. Swift said there were two sensitive areas. The first area is the residential <br />area, which is about 150 feet away from this site. Some of the residents with second-story <br />windows who have direct line of sight where the noise could come directly to would be <br />impacted by noise elements. These residents would hear tracks that are closer to the <br />distribution facility that is located directly across the corridor. He noted that the <br />distribution facility is not bermed and some of the activity will occur while tracks are <br />being loaded on site. Staff did not believe this would be an issue. He pointed out that the <br />trucks driving up and down Sunol Boulevard would be driving directly to the 1-680 <br />interchange. By 7:30 a.m., Sunol Boulevard is a busy street. He believed the addition of <br />tracks would add appreciably to.the noise environment. He pointed out that there are <br />sound walls to protect all of the residential houses that are adjoining Sunol Boulevard. <br /> <br /> Ms. Hosterman asked if there is a remedy for neighbors who have an issue with <br />noise and any other possible adverse effect from this new tenant? <br /> <br /> Mr. Swift pointed out that there is a condition of approval that allows the <br />Planning Commission to review and add new conditions or modify conditions if <br /> <br />Pleasanton City Council 6 06/15/04 <br />Minutes <br /> <br /> <br />
