Steve Bocian provided a summary of the Capital Improvement Program for Fiscal <br />Years 2004-05 through 2006-07. <br /> <br /> Mr. Brozosky asked for the time frame in which the funds for Capital <br />Improvement Program projects would be earmarked for maintenance costs and not into <br />actual construction of new projects. <br /> <br /> Mr. Bocian believed the intent was that at some point, the City would reach build <br />out. Staff does not have a timetable projection for that occurrence and its goal is to <br />provide the General Fund revenues to the Capital Improvement Program projects. At <br />some point, the City will be more in a maintenance mode. <br /> <br /> Mr. Campbell thanked staff and the Council for its increased attention to the <br />trails, particularly on the Bemai property and also for working with the local agencies to <br />complete the trail under 1-580. <br /> <br /> Ms. Hosterman thanked staff for keeping the City fiscally sound and for the <br />opportunity to have Capital Improvement Program projects when so many other <br />communities are not able to do so. <br /> <br /> Mr. Brozosky was concerned about the Happy Valley bypass road. He pointed <br />out that $1 million dollars is budgeted with no contributions for the next three years. He <br />was hopeful that the bypass road could be funded sooner rather than later. <br /> <br /> Ms. Ayala concurred with Mr. Brozosky's concern. She pointed out that the <br />bypass road would cost more than anticipated. The bypass road was promised to the <br />community. She asked staff if the fund for the bypass road could continue to be <br />adjusted? <br /> <br /> Ms. McKeehan said yes. She pointed out that there is $1.8 million dollars for <br />Capital Improvement Program projects that may need additional funding, and Council <br />will have a choice as to what it docs with it. <br /> <br /> Mayor Pico pointed out that there is over $5 million dollars in a temporary <br />recession reserve. At some point in time, Council could decide how it spent this money <br />on other capital projects. He believed there was a significant amount of potential sources <br />of money for additional reserves on Happy Valley or other projects. <br /> <br />Mayor Pico opened the meeting for public comments. <br /> <br /> Kevin Close, 871 Sycamore Road, concurred with Mr. Brozosky's comments <br />regarding the golf course bypass road. He believed that $1 million dollars was short <br />considering half of that amount was contributed by the City and the other half was <br />contributed in development fees.
