Vanessa Kawaihau, 871 Sycamore Road, referred to page 99 of the 2003- <br />04/2004-05 Mid-Term Budge! and Capital Improvement Program and mentioned that in <br />February when the Capital Improvement Program was going through the Commissioner's <br />review, the Happy Valley Bypass Reserve had a Capital Improvement Program number <br />of 045019. When the midterm financial report came before the Council in June, the <br />bypass road Capital Improvement Program number was 035006. ghe noted that page 99 <br />of the Mid-Term Budget and Capital Improvement Program no longer reflects a Capital <br />Improvement Program number for the golf course bypass road. She noted that in the <br />status of the project, it goes from a "yet to be determined pending development" to the <br />"reserve available" for City Council priorities. Her understanding in the approval of the <br />map for New Cities was that the $500,000 contribution from New Cities was to be used <br />for the Happy Valley bypass road or other Capital Improvement Program projects in the <br />Happy Valley area. Also, the project went from funded to unfunded and a half a million <br />dollars was identified from the in lieu park fees, which was also to be used for the Happy <br />Valley bypass road and/or Capital Improvement Program projects. She now sees that the <br />status of the bypass road project is reflected as reserves being available for Council <br />priorities. She asked what happened to the promise of these funds being kept for the <br />Happy Valley area? <br /> <br /> Mr. Bocian stated that the City's Engineering Division, as a means of tracldng <br />individual projects, assigns the Capital Improvement project numbers. He did not have <br />an answer in terms of why a Capital Improvement Program number was not listed on this <br />particular project, but his sense was that this project was not a part of the City's normal <br />Capital Improvement Program process last year. <br /> <br /> Ms. Rossi said that the golf course bypass road was part of the mid year 2004 <br />Capital Improvement Program, and, therefore, it does not show in the mid-term 2005 <br />because it is already funded. The golf course bypass road is not a new project and there <br />are no contributions to it in 2005. She noted that there were a number of Capital <br />Improvement program projects that had multiple project numbers and staff consolidated <br />many projects. She recalled that Council had this discussion as part of the mid year <br />Capital Improvement Program review to consolidate project numbers because it was <br />confusing. She said that the golf course bypass road project number is 035006. <br /> <br /> Mr. Brozosky asked why the status of the golf course bypass road project <br />reflected that this reserve is available for City Council priorities? <br /> <br /> Mr. Bocian said that the intent was for priorities related to the bypass road. The <br />$1 million dollars is for the bypass road. He pointed out that the funds for the Happy <br />Valley bypass road are a reserve and Council may want to use the funds for various needs <br />related to that road. <br /> <br /> Howard Neely, 448 Amador, on behalf of the members of the Cemetery ad-hoc <br />Committee, asked Council to consider providing funds to start a nonprofit group that <br />would work with the City for improvements related to the Pleasanton Memorial Gardens <br />Cemetery. <br /> <br />Pleasanton City Council 23 06/15/04 <br />Minutes <br /> <br /> <br />
