Subregional Planning: Mayor Pico changed his ranking from a High
Priority to a Highest Priority and Councilmember Hosterman from a
Priority to a Highest Priority.

Web Page Update: Councilmember Campbell changed his ranking from a
I4igh Priority to a Highest Priority.

Altamont Commuter Express Rail Project - Permanent Station:
Councilmember Campbell changed his ranking from a Highest Priority to
a High Priority and Councilmember Hosterman changed her ranking from
a Priority to a High Priority.

Tassajara Reservoir Redesign/Update the Water Plan: Councilmember
Campbell changed his ranking from a Priority to a High Priority.

o

Tree Reforestation/Maintenance Plan: Councilmember Brozosky changed
his ranking from a Not a Priority to a High Priority.

Internal Auditing: Mayor Pico changed his ranking from a High Priority
to Other Projects. It was determined by Council to keep this priority on
the list.

Mayor Pico opened the meeting for public comments.

Christine Steiner, 596 Hamilton Way, was hopeful that the Assisted Living
facility development would break ground this year. She noted that a meeting has not
occurred recently regarding the retention of below market rate rental units. Given the
market conditions, she would like both the Vineyard site and the Kottinger Task Force to
be placed under affordable housing as a high priority for Council and staff.

Mayor Pico pointed out that the Kottinger Place Task Force is rated as highest
priority.

Pat Belding, 7703 Highland Oaks Drive, representing Citizens for a Caring
Community, an advocacy group for affordable housing, read a letter that was sent to the
Mayor and Council on May 18 which addressed the Council's priorities. The letter
indicated that the Citizens for a Caring Community have not seen the implementation of
the housing element adopted by unanimous vote of the Council in April 2003. At that
time, the California Department of Housing and Community Development conditionally
approved Pleasanton's housing element pending the effective and timely implementation
of the General Plan and rezoning strategy as described in Program 19.1. The June 2004
deadline for accomplishing the required zoning is approaching. Citizens for a Caring
Community urge the Council to make rezoning a matter of the highest priority. It is
urgent that Council takes this step to authorize staff to complete rezoning by June 2004.
The legal integrity of Pleasanton's housing cap and urban growth boundary are
threatened if Council docs not rezone sufficient land for 850 housing units for low and

Pleasanton City Council 9 06/01/04
Minutes
