very low income Pleasanton residents. In addition, the sale of the Auf de Maur property
to the City as well as the renovation of Pleasanton Gardens and Kottinger Place should be
listed as affordable housing priorities. It was the Citizens for a Caring Community hope
that Council would correct these oversights so that Pleasanton may enter the new
planning period in compliance with state law and heed in a progressive direction with
respect to affordable housing.

Mayor Pico noted that the housing element update is part of the General Plan
process. This matter has been rated as a high priority.

Mayor Pico closed the public testimony.

Council reviewed the list of potential new projects that were not ranked.

Vineyard Site: Mayor Pico and Councilmember Hosterman changed their priority
ranking to from a Highest Priority to a High Priority.

City Manager Recruitment: Council placed the City Manager recruitment as a
Highest Priority.

Mayor Pico said that he added the priority of team building with the new Council
and City Manager. He believed this would be important and should be one of the highest
priorities set for the next year after the new City Manager has been hired and a new
Council is in place. This would help to strengthen the relationship between Council and
the new City Manager.

Councilmembers Brozosky and Ayala believed it was difficult for this Council to
be making decisions for a new Council.

Ms. Hosterman pointed out that a new Council would be looking at reprioritizing
these priorities.

Mayor Pico and Councilmembers Campbell and Hosterman ranked the priority of
team building with the new City Council and new City Manager as a Highest Priority.
Councilmembers Ayala and Brozosky ranked this priority as Not a Priority Project.

Ms. Ayala said that she added the priority of a fiscal watch. She believed that the
State of California would be on a fiscal watch for some time. She was concerned about
the State retirement programs. She believed that this should be a highest priority and the
City, financially, should be looking at retirement programs and put into place programs
that are sustainable into the future.

Mr. Brozosky concurred with Ms. Ayala's comments.

Mayor Pico believed that the City has always remained fiscally conservative. He
did not support placing this item as a highest priority.

Pleasanton City Council 10 06/01/04
Minutes
