Mr. Swift said that modification to the Conditions of Approval would be required. <br />Staff has tried to work with Golden Eagle Homeowners Association to suggest what staff <br />would support in the way of a minor modification, as opposed to a major modification. <br />The Homeowners Association's next avenue is to take its application to the Planning <br />Commission and if necessary, the City Council. <br /> <br /> Ms. Wall noted that staff wanted the Homeowners Association to give up its <br />rights and an easement to the sidewalk. Staff informed Golden Eagle Homeowners <br />Association that the City would indemnify the Association. <br /> <br /> Ms. McKeehan noted that these types of issues would be addressed through the <br />application process. <br /> <br /> Ron Sivertson, 7999 Riviera Court, noted that the Golden Eagle area has <br />experienced vandalism. He asked staff how the application process would be differem <br />this time in order to bring the request to build a fence along Foothill Road to a timely <br />resolution. <br /> <br /> Mayor Pico informed Mr. Sivertson that the Golden Eagle Homeowners <br />Association had every right to request a minor PUD amendment that would be scheduled <br />for a hearing by the Planning Commission. <br /> <br /> Elizabeth Calhoun, 7801 Honors Court, a resident of Golden Eagle, noted that <br />when school is out, there is a steady stream of young adults that are coming into the <br />Golden Eagle development to the Arroyo area. She believed that a fence would <br />discourage young adults from cutting through the development. <br /> <br /> John Hassman, 7965 Winged Foot Court, President of the Golden Eagle <br />Homeowners Association, addressed Council in support of building a fence along <br />Foothill Road. He noted that the purpose of gated communities is to keep some control <br />on the traffic. The Golden Eagle area has experienced a high volume of vandalism and <br />graffiti during the beginning stages of construction. <br /> <br /> Cindy McGovem, 9206 Longview Drive, discussed the recruitment process for a <br />new City Manager. She was hoping that some type of information would be available to <br />the public that would outline the Council's process for the recruitment of a new City <br />Manager and how the public would be involved. She was hopeful that this process would <br />be similar to the recruitment process for the School District Superintendent, and that the <br />community would be allowed to have some input into how the next City Manager would <br />be chosen. <br /> <br /> Mayor Pico said that Council has hired an executive recruiter. The executive <br />recruiter has met with Council. The executive recruiter is in the process of meeting with <br />selected members of the community to get input. He noted that the executive recruiter <br />would be responsible for assembling the job description and the characteristics that <br />Council wants.
