The roll ca~! vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and <br /> <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Approval of consultant contract Amendment No. 1 with Mosaic Associates <br /> <br />provide environmental services for the Bernai Avenue Bridge at Arroyo del Valle, <br />Project No. 995067. (SR 04:115) <br /> <br /> Rob Wilson, Director of Public Works, noted that this matter was continued from <br />the May 18 meeting. In order to fulfill the obligations of the environmental services <br />portion of the contract, Mosaic Associates needs to spend additional time and complete a <br />few more studies. When originally hiring Mosaic Associates, the intention was to get the <br />environmental studies completed at $7,000. Mosaic Associates stepped into the project <br />without knowing the full range of the assignments for doing the environmental studies, <br />which is typical of these types of projects. <br /> <br /> Mr. Brozosky mentioned that he discussed this matter with staff, and staff <br />indicated that from a traffic standpoint, this bridge would not be needed. Staff believed <br />that by adding this bridge, it would encourage more traffic to use Vineyard Avenue <br />instead of using Stanley Boulevard. He noted that there are three phases to this project: <br />Phase I was completed to accommodate the opening of Fire Station Number 1 and <br />included an interim traffic signal installation at Bernal Avenue and Vineyard Avenue <br />intersection, and partial roadway widening on Bernal Avenue just south of the Arroyo del <br />Valle; Phase 2 will construct the Bernal/Vineyard Avenue intersection and widen <br />Vineyard Avenue to its ultimate alignment, providing modifications to the existing <br />interim traffic signal system to operate in conjunction with the future roadway alignment <br />once the bridge is constructed; and Phase 3 will include construction of the new bridge <br />and remaining improvements. He believed Council should determine whether the bridge <br />is needed before it continued to proceed with the environmental studies. He believed <br />Council should make its decision as it related to the traffic circulation element and then <br />decide whether it wished to proceed with the construction of a new bridge. <br /> <br /> Ms. McKeehan said that staff's position is that this bridge is still needed. She <br />noted that there are fire issues related to this matter, which is the reason for locating Fire <br />Station 1 in this location with the expectation of the bridge. Planning has a number of <br />concerns and issues if Council does not proceed with the construction of this bridge. <br /> <br /> Mr. Wilson noted that the City would not lose funding for the construction of a <br />second bridge. He noted that Council's decision this evening is to not determine whether <br />the second bridge is built. Staff's intention for this item is to move it on a parallel <br />process so that it may continue to receive the environmental studies, which has been <br />holding up the construction of the second bridge. <br /> <br />Pleasanton City Council 13 06/01/04 <br />Minutes <br /> <br /> <br />
