Ms. Hosterman believed that the City has been vigilant in maintaining fiscal
responsibility within the City. She pointed out that delivering quality services to
residents and businesses in Pleasanton has always been a highest priority.

Mr. Campbell believed the internal mechanisms for a fiscal watch were already in
place to accomplish Council's goals.

Due to lack of majority support by Council, the priority of a fiscal watch was
removed.

Ms. Ayala believed the chain of lakes should be a highest priority of the Council.

Mayor Pico believed the chain of lakes was a regional issue, and Council would
be much more successful in achieving this by discussing this issue with its adjoining
neighbors. He noted that this issue was raised at the last Livermore/Pleasanton Liaison
Committee meeting. He did not believe annexation was the answer.

Ms. Ayala suggested adding this priority as a sub-regional issue and entitle it
"examine the future of the chain of lakes."

By consensus of the entire Council, the priority of examining the future of the
chain of lakes was added as a highest priority.

Mr. Brozosky indicated that the City could improve with respect to the timing of
the traffic lights.

Ms. Ayala concurred with Mr. Brozosky's comments.

By consensus of the entire Council, the priority of traffic flow improvements was
added as a highest priority.

Mr. Brozosky noted that Council did not have a priority listed for the City's trail
system. He wanted to add this to the current list of Council priorities as a highest
priority.

By consensus of the entire Council, the priority of implementation of the Trails
Master Plan was added as a highest priority.

Ms. Hosterman said that she wished to add the priority of land uses to allow for a
southeast baseball diamond as a not a priority project. She believed that this would be a
possible amenity to the City, which might be feasible on the Staples Ranch property.

Councilmembers Ayala and Brozosky believed this priority belonged in the
General Plan as part of the eastside study.

Pleasanton City Council 11 06/01/04
Minutes
