Joyce Shapiro, 925 Kottinger Drive, co-chairman of The Great Race Committee,
announced that the City of Pleasanton has been designated as an official overnight city
for the 22nd running of The Great Race. More than 100 vintage automobiles participating
in The Gmat Race, a four-thousand-mile motor sports competition across America, will
visit Pleasanton on Friday, July 2, 2004. The Pleasanton Great Race Committee wants to
provide a warm welcome to the participants and their families. The committee is seeking
local sponsors, businesses and individuals, to participate in a variety of ways, both
monetary and in-kind for the event. Volunteers are also needed to help provide a special
welcome to our guests. The Pleasanton event is co-sponsored by the Pleasanton
Downtown Association and the Pleasanton Chamber of Commerce. She extended an
invitation to the Mayor, Council and City officials to attend The Great Race Welcome at
5:30 p.m. on Friday, July 2 in front of the museum with a proclamation declaring July 2
The Great Race Day. The City has the opportunity to win $10,000 that will benefit the
Pleasanton Library if the drivers and navigators vote Pleasanton as the most hospitable
city. As an added incentive to the City's hospitality, Mervyns has agreed to match that
grant as part of their "Go Places To Read Program."

Scott Tucker, 1844 Martihave, thanked the Mayor and Council for helping to fund
the Bernal Block Party. He helped organize the Youth section of the event, which
highlighted 17 bands. He mentioned that many completed surveys were received at the
event. The survey has been featured on the Youth Website, and completed surveys
submitted include comments and recommendations for the future Teen Center.

There were no further speakers.

6. PUBLIC HEARINGS .AND OTHER MATTERS

Item 4h
Speed Lumps - Crellin Road Traffic Calmine Pro~,ram. (SR 04:116)

Jeff Knowles, Deputy Director/Transportation, presented the staff report.

Ms. Ayala was taken back by the statements made about the traffic circles that
were placed on Crellin Road. She was positive that a report was provided to Council that
indicated that the traffic circles on Crellin Road were successful. She was skeptical about
any of the solutions that staff was presenting to Council to address the increase of
speeding on Crellin Road. She asked staff what type of testing would be done so that at
the end of the Pilot Program, Council would be know whether the installation of speed
lumps was either successful or unsuccessful.

Mr. Knowles said that speed lumps have a long history of actually working,
which he based on his past history in working with cities that have installed speed lumps.
Once speed lumps were installed, staff never received another speed complaint. This new
innovation also addresses the Fire Department's concerns. Staff has conducted radar
surveys, and the Police Department has conducted intensive enforcement and collected
speed data. The data showed that the speed was at a Level of Service E. Staff visited the

Pleasanton City Council 7 05/18/04
Minutes
