Kurt Kummer, 4456 Clovewood Lane, thanked everyone who attended and
helped at the Bemal Block Party. He noted that the Bernal Block Party was a huge
success and the committee accomplished its goal. He mentioned that the Bernal Design
competition entries are at the Pleasanton Library. He encouraged everyone to visit the
Library and view the competition entries.

Ms. McKeehan noted that the hours to view the Bernal Design competition entries
through June 6 are I0 a.m. to 9 p.m., Monday through Thursday, 10 a.m. to 5 p.m. Friday
and Saturday, and 1 p.m. to 5 p.m. on Sunday. There are 28 competition entries and the
public may offer its comments, which will ultimately be forwarded through a series of
public meetings to City commissions and Council.

Ms. Ayala asked staff if they could provide some information on the designs that
have been submitted, and how far away they came from.

Ms. McKeehan said that design entries have been submitted from ail over the
world.

Vanessa Kawaihau, 871 Sycamore Road, shared pictures with Council that were
given to her by the Assistant Public Works Director of Alameda County shoffiy after the
failed annexation vote. These pictures were used at a community meeting to help
residents support the gate at Happy Valley and Alisal Roads. One of the pictures
depicted an 18-foot wide road at Sycamore and Alisal Road and showed a 20-foot
straightaway into two ninety-degree tums, which have been slightly improved. One of
the pictures showed a 20-foot wide turn going into a 120-degree angle turn at Happy
Valley Road. Another picture showed a 13-foot wide clearance at the railroad trestle.
She noted that walkers, joggers, and bicyclists use these roads weekly. She said that the
bypass road is ne~led immediately just like it was needed two years ago. She had
requested that the bypass road be built before the opening of the golf course. Now she
understands that there might be a delay in the opening of the golf course. If this is true,
the City will have an additional four months to identify the bypass road. In the last two
years, three accidents and one fire have occurred on Alisal Road. The fire blocked traffic
in both directions. She believed that too many vehicles are traveling on an inadequate
road, which present many safety hazards. She urged Council to build the bypass road as
soon as possible.

Phyllis Lee, 750 Sycan~om Creek Way, said that she lives on the proposed bypass
road for the golf course and for new developments such as Sycamore Heights, Lund
Ranch II and, potentially, the Spotorno property. She has witnessed additional traffic,
which has significantly increased in the past year. She urged Council to issue a
temporary moratorium on additional developments until the General Plan is completed.
The General Plan with the modeling showing the worst-case scenario will provide the
troth about what will occur. She also urged Council to oppose the bypass road for the
sake of her family and the residents of south Pleasanton.

Pleasanton City Council 6 05/18/04
Minutes
