City of Fremont and conductext a preliminary review by taking a radar survey between <br />the features. Staff is predicting speeds of 27 to 28 mph between the features and about 23 <br />mph on the features. If those goals can be met, he would consider this a success. If <br />Council would like to use other types of measurement criteria during the Pilot Program, <br />staff could include it in its studies. <br /> <br /> Ms. Ayala said she had a discussion with a resident who lived on Black Avenue <br />regarding installing speed humps along Black Avenue. If this Pilot Program is successful <br />for Crellin Road, what is the plan for other streets in Pleasanton where high speeds are an <br />issue? <br /> <br /> Mr. Knowles said that ~he Fire Chief has only agreed to testing speed lumps. The <br />rubberized speed lumps are easy to remove and can be removed if the majority of <br />residents along the street, or staff, decides they do not like the speed lumps, or the speed <br />lumps do not meet the Fire Department's six-month test. However, it is more likely that <br />staff will be preparing priority guidelines for the installation of speed lumps at the request <br />of other neighborhoods so that staff is ensuring that speed lumps are being installed on <br />streets with the greatest problems. Staff will need to discuss installation of speed lumps <br />on a case-by-case basis with the Fire Department to make sure that the speed lumps are <br />not having an impact on emergency services. Staff will also need to discuss with the Fire <br />Department where speed lumps should not be installed. He believed that the installation <br />of speed lumps on Crellin Road would be successful. He mentioned that speed lumps <br />come in different sizes; some are 22-feet wide and are designed to accommodate different <br />speeds on the street and bring down the highest speeds to a moderate level. He said staff <br />was aware of the speed and traffic volume problems on Black Avenue. Staff is installing <br />more speed limit signs on Blac, k Avenue as well as a solar powered radar sign. <br /> <br /> Mr. Brozosky noted that the width of the speed lumps is modified to <br />accommodate fire vehicles. He asked if the speed lumps supported ambulances. <br /> <br /> Mr. Knowles said that speed lumps are not modified to accommodate <br />ambulances. <br /> <br />Mr. Brozosky asked if any testing had been conducted using ambulances? <br /> <br /> Mr. Knowles noted that the installation of speed lumps was a major event in the <br />City of Thousand Oaks. Staff conducted preliminary tests using ambulances with people <br />strapped to gurueys, and thereafter, that Council voted to approve the installation of <br />speed lumps. He pointed out that the City of Pleasanton is not the first city to install <br />speed lumps. Speed lumps have a long track record and have been thoroughly tested on <br />public streets. He did not expect it to be a problem in Pleasanton. He pointed out that the <br />preshaped recycled tire rubber speed lumps are uniform in size, and when a vehicle is <br />approaching them the driver will know what to expect, which makes driving over the <br />speed lumps safe. <br /> <br />Pleasanton City Council 8 05/18/04 <br />Minutes <br /> <br /> <br />
