and were disappointed that they did not have a say in the matter. He asked Council to
perform a traffic survey of Hopyard, Hacienda Boulevard and Santa Rita Road exits from
Eastbound 580 to ascertain if there will be a negative impact to the residents of the City
of Pleasanton.

Lavin Leitner, 4760 Mahogany Drive, concurred with Mr. Leitner's comments.
She asked Council for its help, given that the location of the off ramp to the Dublin IKEA
store will greatly impact the City of Pleasanton.

Susan Miller, 4653 Cochise Court, presented a written communication to Council
from her husband John Peter Miller. The letter indicated his strong opposition to the
Dublin IKEA store, as it will affect the traffic in Pleasanton causing further back up and
gridlock in the community. She also presented a petition to Council on behalf of the
residents of Pleasanton who protest the development of the IKEA store. The residents
respectively request that the City of Pleasanton perform a traffic survey of Hopyard,
Hacienda Boulevard and Santa Rita Road exits from Eastbound 580 to ascertain if there
will be a negative impact to the residents of the City of Pleasanton. If the study should
show a negative impact to the citizens of the City of Pleasanton, then the residents further
request that the City Attorney of Pleasanton take appropriate action to stop the building
of the IKEA center as approved by the City of Dublin.

Ms. Ayala asked staff if the City of Pleasanton had provided any comments
related to the Dublin IKEA store?

Ms. McKeehan said that the City of Pleasanton did not comment on this project
specifically. The City had commented on, and litigated the adoption of, the original EIR
for the East Dublin Specific Plan.

Ms. Ayala asked if there were mitigation measures within the East Dublin
Specific Plan that the City of Pleasanton could address?

Mr. Roush noted that there are a number of mitigation measures that are identified
in the East Dublin Specific Plan. The City has not looked at these recently in terms of
whether the mitigation measures are being followed. When the City of Dublin
considered the IKEA project, that Council was advised about what the appropriate
mitigations were, and should have taken these matters into consideration. The City of
Pleasanton has not, recently, looked at what all those mitigations are and whether those
mitigations are being implemented.

Ms. Ayala indicated that she would bring this matter up under Matters Initiated by
Council to see of there is enough interest in directing staff to investigate whether the
mitigations are being implemented.

If Council goes this route, Ms. Hosterman would want to know what type of input
was appropriate.

Pleasanton City Council 5 05/18/04
Minutes
