traffic included as a measurement of the success of this project, staff can measure speeds <br />and traffic volumes on these streets and adjacent streets. <br /> <br /> Ms. Ayala asked staff where in the staff report it is indicated how the success of <br />this Pilot Program would be evaluated? <br /> <br /> Mr. Knowles said the staff report did not mention how the success of this Pilot <br />Program will be measured. Staff has collected volume data and speed data, and usually <br />there is a consensus opinion that becomes clear from the community as to whether the <br />Pilot Program was a success in terms of the perceptions. Staff will also produce hard <br />data so that if Council has questions later when it is discussing other possible installations <br />of speed lumps, it will be available. <br /> <br /> If the installation of speed lumps is approved as a Pilot Program for Crellin Road, <br />Ms. Ayala asked when this matter would come back to Council? <br /> <br /> Mr. Knowles suggested not installing any other devices for at least six months so <br />that staff can get a feel for this Pilot Project. He mentioned that the City of Livermore is <br />also conducting its installation of speed lumps. In six months, staff will be prepared to <br />bring other neighborhood's petitions forward to Council for its consideration to install the <br />same type of speed lump-like devices. At this time, staff will also have hard data <br />available so that Council can determine whether or not the Pilot Program was successful, <br />or determine if there are reasonable criteria to analyze the needs for traffic calming in <br />other neighborhoods. <br /> <br /> Ms. Ayala asked if the next neighborhood that requested the same type of speed <br />lump-like devices would be required to pay 25 percent for the cost of installation? <br /> <br /> If staff believed there was no speeding problem, Mr. Knowles said that staff <br />would make a recommendation to Council that the neighborhood participate in the cost of <br />installing the speed lumps. St~fff would only be recommending to Council the installation <br />of speed lumps on streets with a demonstrated need. He would not be suggesting that the <br />residents be charged any more than what the City has been charging for the Montevino <br />traffic calming radar speed signs and other devices that have been used to calm traffic. <br /> <br /> Ms. Ayala asked staff if Black Avenue was a perspective location to install speed <br />lumps? <br /> <br /> Mr. Knowles said that he has not discussed this with the Fire Chief. He noted that <br />it is very tricky to install speed lumps on Black Avenue because it is such a popular east/ <br />west connector. If Black Avenue were considered, staff would need to discuss how the <br />speed lumps would reduce response times. He noted that Black Avenue is not an <br />adequate comparison to Crellin Road, as Crellin Road is a better street to install the speed <br />lumps in terms of the speeds. He pointed out that Crellin Road does not serve so many <br />homes so that if there were a problem with emergency responses, it would not be a major <br />issue.
