lumps attain an adequate track record, and until staff can predict how the speed lumps are
going to operate.

If the Pilot Program was not successful, Ms. Ayala asked for assurance from staff
that the speed lumps would be removed. She pointed out that the traffic circles were not
successful, and in her estimatiun they were more dangerous for the children walking
those streets to school.

Mr. Knowles said that it would not be a major problem to remove the speed lumps
if it was determined they were not effective. He referred to traffic circles and raised
medians and indicated that if the neighborhood wanted to, a few of the rubberized speed
lumps could be installed between the traffic circles in order to achieve 250 to 350 foot
spacing. The traffic calming effect of the traffic circles combined with the speed lumps
of 250 feet would accomplish the original intent, which he would recommend over
removing the traffic circles.

It was moved by Ms. Hosterman, seconded by Mr. Campbell, to approve the
installation of speed lumps on Crellin Road as a Pilot Program to supplement the
Neighborhood Traffic Calming Program.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Mayor Pico said that he was one of the advocates of the Traffic Calming Tool
Box that Council created a number of years ago in Pleasanton. He reminded the
community that Council was trying every possible tool to make traffic safer in the City of
Pleasanton.

Mayor Pico continued agenda items 6e, City Council Priorities for 2004-2005,
and 6f, City Council Meeting Schedule for 2004, to June 1, 2004.

There was a break at 9::25 p.m.

The meeting reconvened at 9:35 p.m.

Item 6a
Discussion concerning an Interim Zoning Ordinance Prohibiting Land Use
Approvals Pending the General Plan Update. (SR 04:109)

Mayor Pico and Councilmember Brozosky recused themselves from participating
in this issue due to potential financial conflicts of interest.

Pleasanton City Council 16 05/18/04
Minutes
