Mr. Knowles said staff used the annual Traffic Calming budget to purchase solar <br />powered radar speed signs. The program for charging residents is designed to address <br />problems where residents wanted traffic devices that did not seem warranted or justified. <br />It was not his intent to charge any neighborhood for these types of devices for streets that <br />are experiencing traffic conditions such as Crellin Road. <br /> <br /> Mr. Brozosky was concerned about experimenting with six speed lumps given <br />that they were new technology. He asked if less than six speed lumps could be used to <br />see if the speed lumps have an impact before installing the remainder of the speed lumps. <br /> <br /> Mr. Knowles said no because it would defeat the purpose of the spacing of the <br />speed lumps. In terms of the economy of the installation, the City will receive a better <br />price on the installation of the speed lumps, and staff will gain better data over the six- <br />month trial period. He did not believe six speed lumps were that many, especially <br />relative to the other traffic calming efforts that have been used, which cost more and had <br />poor results. <br /> <br /> Mr. Brozosky was not as concerned about the cost for the speed lumps. He was <br />more concerned about the appearance of Crellin Road, particularly since the speed lumps <br />are new devices. He asked staff about the process for the six-month test period, and if <br />there are any measurements that would determine whether the speed lumps remain or are <br />removed. <br /> <br /> Based on his experience in other communities, Mr. Knowles expected that there <br />would be no request for the removal of the speed lumps on Crellin Road. He also <br />expected that staff would come back to Council to discuss the guidelines for future <br />installation of speed lumps with additional neighborhoods who might be requesting this. <br /> <br />Ms. Ayala asked how much noise the speed lumps would generate. <br /> <br /> Mr. Knowles said that vehicles will not generate any noise, but large delivery <br />trucks might generate some type of rattling noise. He noted that speed lumps are not <br />ramble strips and there is no vibration that is caused by vehicles traveling over the speed <br />lumps. The residents residing directly in front of the speed lumps should not hear any <br />additional noise. <br /> <br /> Ms. Ayala asked staff if it was anticipating any diversion of traffic onto side <br />streets as a result of the speed lumps on Crellin Road? <br /> <br /> Mr. Knowles did not believe traffic would be diverted onto other streets because <br />of the layout of the neighborhnod. He believed that Crellin Road would remain the <br />shortest route for most people, and because the speed lumps are three-inches instead of <br />four4nches, there is generally less diversion.
