project is complete, citizens will know more about the American flag and how to display
it properly, how to care for it and how to give it a dignified retirement. The project will
end on Flag Day, June 14, 2004 with a community-wide flag retirement ceremony. He
expected the ceremony to be held at the Plcasanton Fairgrounds. He asked Council for its
assistance by adopting a resolution in support of the project.

Other Speakers

Kelli Wong, 3553 Ballantyne, thanked Council for its support in trying to prohibit
the expansion of the Livermore Municipal Airport and for expressing its concern related
to the impacts it will have on Pleasanton residents. She informed Council and the public
that a public heating will be held tomorrow evening by the Livermore Planning
Commission at the Shrine Event Center. She encouraged residents to attend and address
the Commission in opposition to the expansion of the airport, as it will affect the quality
of life of Pleasanton residents. She said that the City of Livermore believed this was only
a Livermore issue, and not a Pleasanton and Dublin issue. The Livermore Planning
Commission meeting is Pleasanton's last chance to inform them of what is occurring and
to voice Pleasanton's concerns. She noted that there are three schools in the flight path
and these schools are all affected by the noise, and will be significantly affected by
additional noise if the expansion is approved. Those residents who are in the direct flight
path of the airport understand that the airport was here first. These residents also
understand that this airport is a recreational airport and they would like to keep it that
way. She encouraged Council to keep the public aware and apprised of the progress of
the proposed expansion of the Livermore Municipal Airport. She also encouraged
Council to continue to speak in opposition to the proposed expansion of the Livermore
Municipal Airport.

Terd Smith, 4020 Rockingham Drive, moved to Pleasanton because of the quality
of life it had to offer her family. She did not want to keep her daughter inside as a result
of the increased noise of the airplanes. She believed the citizens of Pleasanton deserved
to have a voice in how the Livermore Murdcipal Airport is expanded. The expansion of
the airport will be helpful and increase the overall safety for the pilots who are taking off
and landing their airplanes. She believed the community ought to work together to make
it a safe airport while at the same time respecting the Pleasanton community. She noted
that many in the community are not against having a recreational airport, but are against
some of the noise and traffic that it causes. She read a portion of a letter contained in the
Livermore Airport Expansion Plan that noted that significant growth of the customer
market at the Livermore Municipal Airport is five years away. Increasing delays, costs
and hassles at a major airport, in particular Bay Area carrier airports, are forcing more
and more companies to use corporately owned and/or charter aircraft to meet the
corporate air transportation requirements. The users of transient corporate aircraft will
eventually discover Live, more Municipal Airport as a desirable alternative to the
crowded Bay Area airports. It is imperative that the Livermore Municipal Airport be
properly positioned and equipped to effectively and efficiently accommodate this
increased base and transient airport user demand. She did not believe the Livermore
Municipal Airport would be made safe for the pilots who use the airport for a recreational

Pleasanton City Council 6 05/04/04
Minutes
