She understood that corporations want to use the Livermore Municipal Airport and <br />wondered why their convenience was higher than the residents inconvenience and quality <br />of life. <br /> <br /> June Blanchette, 393 W. Angela, noted that there is a group of volunteers who <br />have worked for the seniors of the community who need housing and the low-income <br />families that need housing. She pointed out that the City Council has adopted a new <br />housing element. The new housing element proposed measures to remove barriers that <br />have prevented the construction of an adequate amount of housing for Pleasanton's <br />residents of very low income. The California Department of Housing and Development <br />conditionally approved the housing element pending the effective and timeiy <br />implementation of the General Plan and rezoning strategies included in Program 91. The <br />June 2004 deadline for implementation of the required rezoning is approaching. Citizens <br />for a Caring Community are alerting Council as well as commissions responsible for <br />advising the Council in the area of housing of the need to move forward at this time. <br />Moving forward with rezoning of identified properties cost little and fulfills Pleasanton's <br />immediate obligation and commitment to the California Department of Housing and <br />Community Development. The Citizens of a Caring Community recognize that the issue <br />of limited funding for this housing need is of great concern to everyone, and some may <br />view this obligation as an unfounded State mandate. Lack of funding for construction <br />may be identified as a barrier during the next housing element review; however, this <br />should not prevent the City from rezoning properties where community sponsored or <br />nonprofit housing could be located if financing becomes available. She noted this is of <br />special importance as the City approaches its housing limit. She encouraged Council to <br />take this into consideration and leave a legacy for future generations in Pleasanton. <br /> <br /> Becky Dennis, 838 Gray Fox Circle, concurred with Ms. Blanchette's comments <br />and offered a different perspective. She was surprised to not see this task listed in <br />Council's priority list. She was aware that there was concern regarding the update of the <br />General Plan to be consistent with the housing element. Because she was familiar with <br />the General Plan, she was aware that many of the parcels that are being looked at have <br />been identified for higher density development. The rezoning will not challenge the <br />City's adopted housing limit or urban growth boundary. She believed this issue should <br />be listed on the Council's priority list, given the time and effort that staff and Council <br />have put into the housing element. <br /> <br /> Kory Liszt, 992 Montevino Drive, a senior at Amador Valley High School, <br />mentioned that the Pleasanton Police Deparhnent was giving tickets to students who do <br />not have a special ROP parking pass and are parking in the back school lot. This was <br />particularly troublesome to him because of the limited access in and out of the high <br />school and the lack of adequate parking for students. He mentioned that he supported the <br />approval of the water park located at Shadow Cliffs. <br /> <br /> Ms. McKeehan said that the parking issue was mentioned at the School Liaison <br />Committee. The School District made it clear to the City that this issue is a school issue <br />and Amador High has decided that it wants to enforce its parking regulations.
