residential Green Building Ordinance. It is also consistent with the Pleasanton Energy
Plan approved in 2003 and with the direction the committee is taking. The Energy
Committee reviewed the program where it was unanimously recommended for approval
by the City Council. This is a rare opportunity to implement a program that will satisfy a
number of different goals in the direction groups are seeking to achieve.

There were no further speakers and the public hearing was closed.

It was moved by Ms. Hosterman, seconded by Mr. Campbell, to approve Resolution
No. 04-020, Approving the Allocation of Federal and City Funds Relative to the
Community Development Block Grant (CDBG) Program for Fiscal Year 2004
(2004-05) on the condition that the resolution include that the GRID program would
be available for any low income families that would be eligible for the program.

The roll call vote was taken as follows:
AYES: Councilmember - Ayala, Brozosky, Campbell, Hosterman and Mayor

Pico
NOES: None
ABSENT: None
ABSTAIN: None

d. Mid-Year 2003-04 Financial Update Report (SR 04:087)

Sue Rossi presented the staff report.

Mr. Brozosky asked why the replacement fund was being used before the temporary
recession reserve fund. He thought that the recession reserve fund was to be used first,
since the money has been put aside.

Ms. Rossi said that could be done. She proposed to look first at the replacement reserve
because it is updated every two years and it will be updated soon. Reserves are looked at
over a very long time (30 years) and have more flexibility than the temporary recession
reserve, which is intended to be a short time use of funds.

Mr. Brozosky said he understood this to be an information only report that is telling
Council there are options available and at the point recommendations are necessary,
Council will receive further information.

Ms. Rossi said that is correct. The report in front of them addresses those options at this
point.

Ms. Hosterman asked about recreation fees and the decrease in revenue fee projections
based on participation levels.

Ms. McKeehan said this happens because of the variety of classes offered and some of
the classes generate more interest than others.

Pleasanton City Council 10 04.20.04
Minutes
