The roll call vote was taken as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman and <br /> <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Approval of Allocation of Federal Community Development Block Grant <br />(CDBG) Funds for Fiscal Year 2004 (2004-05). (SR 04:094) <br /> <br />Steven Bocian presented the staffreport. <br /> <br />Ms. Ayala asked about the newer affordable housing developments in the City and <br />whether residents in those developments would be eligible to the GRID Alternatives <br />program presented in the report. <br /> <br />Mr. Bocian said it was open to any family that would qualify for the program to allow the <br />installation of solar heating systems at a reduced cost. <br /> <br />Ex/ca Mackie, Executive Director of GRID Alternatives, addressed some of the <br />councilmembers' concerns as to who was eligible for this program. Their program serves <br />anyone eligible and focuses on residents in deed-restricted units. The participants are <br />saving approximately 50% on their electrical bills. This program is for only owner- <br />occupied units. <br /> <br />The public hearing was opened. <br /> <br />Richard Valle, Executive Director of Spectrum Community Services, thanked <br />councilmembers for their support of his program, which serves many low-income <br />residents. They provide approximately 140 meals per day for Pleasanton residents, they <br />provide other key services to the community such as providing energy efficient windows <br />and doors, insulation, ceiling fans, refi'igerators, microwave ovens, stoves and other <br />measures that conserve energy. They also help residents that experience high PG&E bills <br />with a one-time a year allocation. <br /> <br />Mr. Brozosky thanked Mr. Valle for his work with Spectrum and expressed his thanks on <br />behalf of the Pleasanton residents who are served by the organization. <br /> <br />Matt Sullivan, Planning Commissioner and Chairperson of the Pleasanton Energy <br />Committee, spoke in favor of the GRID Alternatives Program. The program brings <br />together many different goals of various groups in the City. Affordable housing coupled <br />with lower energy bills makes housing that much affordable for residents. It also satisfies <br />some of the goals for energy efficiency in the new housing element adopted last year. It <br />is also consistent with the efforts of the Planning Commission for green buildings and the <br />implementation of PV on the housing and with the action taken two weeks ago to adopt a <br /> <br />Pleasanton City Council 10 04.20.04 <br />Minutes <br /> <br /> <br />
