real interest. She asked if the Committee had identified two people who would be
supportive of the PEC efforts?

Mr. Baker said the PEC has identified two people and the Committee has voted
on it.

Mr. Brozosky would like to see more diversity amongst the members of the PEC
and would prefer to have the Mayor make the two new appointments.

Ms. Ayala was interested in finding out who the PEC had in mind to fill the two
vacancies. She did not think self-appointment was a good idea.

Ms. Hosterman thought that the existing members of the PEC, who have been
working on a number of projects over the past few years, should be able to appoint two
new replacements.

Ms. Ayala said she wanted the appointments to be made by Council.

Mayor Pico noted that each of the councilmembers had been allowed one
appointment to the PEC. He believed it was appropriate to allow the councilmembers
who originally appointed the two PEC members the opportunity to appoint its
replacements. He would like to see the recommendations fi.om the PEC.

Mr. Brozosky and Mr. Campbell agreed with Mayor Pico's suggestion.

Ms. Hosterman asked Mr. Baker to inform the PEC that Councilmembers Ayala
and Brozosky would be appointing two new members. She asked if the PEC would like
to reduce the size of its commission to 18 members?

Mr. Baker said that there is no problem in attaining a quorum of the PEC. He
believed the Committee worked well with 18 members, but there was no problem in
appointing two new members.

Mayor Pico asked if the two PEC resignations were originally appointed by
councilmembers?

Mr. Baker said yes.

It was moved by Mayor Pico, seconded by Mr. Brozosky, to accept the
resignations of Kevin Doyen and Oscar Soares from the PEC, and to allow
Councilmembers Ayala and Brozosky to each appoint one replacement member to
the PEC, and to support an increase in the originally targeted goal of using 20%
renewable energy sources to 40% in the Community Choice Aggregation Study in
which the City is a participant.

Pleasanton City Council 21 04/06/04
Minutes
