them of the rules, they would be happy to try and comply. He believed the Commercial
Green Building ordinance has been very successful. He encouraged Council to establish
a Green Building Residential ordinance. If Council moves in this direction, he would like
to see it be somewhat flexible so that if the homebuilders bring something back, it can be
changed or adopted. He believed there was a positive benefit for legislation to set the bar
so that the market may move forward.

Mayor Pico closed the public testimony.

Mr. Campbell believed the houses that were developed on Vineyard Avenue met
the Green Building Guidelines and met the 50 points in order to be considered a "green
home."

Mr. Swift said the most recent development of homes that would have been rated
against the Green Building Guidelines would have exceeded the 50-point level.

Mr. Brozosky did not believe it would be difficult for builders to achieve the 50
points. However, it might be more difficult for builders to attain the required 10 points in
each of the categories.

Mr. Swift said that there are builders who have exceeded the 50 points. When he
reviewed the Green Points rating system, he believed the minimum point requirements
would be easy to incorporate into most plans.

Ms. Sommer said that ACWMA did not want to make the Green Points rating
system difficult for builders, homeowners and municipalities. ACWMA wanted to make
it attainable.

It was moved by Ms. Hosterman, seconded by Mr. Brozosky, to direct staff to
draft a residential Green Building ordinance for further consideration.

Ms. Ayala noted that staff has recommended that if Council is interested in
requiring residential green building measures for residential structures, that it be similar
to the one used in establishing the Commercial and Civic Green Building ordinance,
building upon the collaborative effort already began by ACWMA. She asked Ms.
Hosterman if this is the intent of her motion?

Ms. Hostel'man said yes. Her motion would provide staff direction to draft a
Residential Green Building ordinance for further consideration. She imaged the
collaborative effort would continue.

Pleasanton City Council 10 04/06/04
Minutes
