Mr. Brozosky said he had a question on the process for the amateur competition <br />and the timing of it. <br /> <br /> Mr. Rasmussen said that staffwould be more involved with the amateur <br />competition and Mr. Liskamm with the professional competition. <br /> <br /> Mr. Brozosky noted that page eight of the staff report outlined the amateur <br />competition in which there was 11 steps listed. He was trying to figure out the purpose <br />for steps 9 through 11 since it has been recommended that there be only one phase for the <br />amateur competition. He asked if steps 9 through 11 were done in the first phase. <br /> <br /> Mr. Rasmussen said the idea would be that after the first phase, the jury would <br />select the winners, but staff also wanted to ensure that the winners of the amateur contest <br />- and any outstanding plan elements that they are suggesting - could eventually find its <br />way into the Specific Plan. When Council reviews the professional competition, the <br />winners of the amateur competition would also be there, and in the event Council wanted <br />to pick and choose various elements, it could do so. There certainly is a possibility that <br />this might occur. The professional designers may not have as much experience in some <br />elements as local community members, and it could be that there might be an area where <br />the amateur competitors have substantial expertise. <br /> <br /> Mr. Brozosky's other question was related to the elements that get included in the <br />park, which are listed on page five of the staff report. Page five contained the first <br />priority use list and the next page contained a second priority use list. He believed these <br />lists were from a previous Council meeting where Council had an A and B list. <br /> <br />Mr. Rasmussen agreed. <br /> <br /> Mr. Brozosky said that he noticed that the staff report included the Park and Ride <br />lot on the first priority use, which Council had agreed would be on the second priority use <br />list. He was not sure if staff had a mason for moving it to the first priority use list. He <br />thought it might be an oversight. <br /> <br /> Mr. Rasmussen agreed. Council could certainly add the Park and Ride lot to the <br />second priority use list and do whatever it chooses with regard to any of the uses. <br /> <br /> Mr. Brozosky believed Council would need to discuss some of the potential land <br />uses in detail because it had always included sports fields. He believed Council had not <br />specified the number or the size, which is generating community concern about what <br />Council will put there. He mentioned that the financial report that Council accepted <br />earlier this evening actually placed a value on the Bemal property and how much it is <br />worth. He pointed out that the value of the Bernal property is about $130 million dollars. <br /> <br /> William Liskamm, professional design competition consultant, said that he had <br />suggested to Mr. Rasmussen that Council might want to be presented with a general <br />overview on how a design competition works.
