Council through a typical competition. He had a power point presentation using the <br />Escondido City Hall competition in north San Diego County as an example. He noted <br />that the most important part is the process. Early on, he primarily works with a <br />competition committee. In addition to meeting with the committee, he always tries to get <br />the committee out on the site so the committee itself is familiar with the site. He noted <br />that the most important piece of the competition is in getting the announcement out. It <br />will be on the City's website. There will be links for the jury and the schedule. Later this <br />month, the City's competition requirements will be posted. He noted that professional <br />journals and AIA Chapters, which include about 800 landscape architects all over the <br />world, would be notified. He noted that Council is ahead of the curve because it spent the <br />last two years discussing and involving the community on suggested uses for the Bernal <br />property. He made reference to the competition kit, which will be available <br />electronically. He noted that the competition contains three main sections. One section <br />contains the rules so that everyone is following the same rules. The second section, which <br />is the most important, contains the program requirements, and in this case, there will be a <br />description of the property, its size, its constraints, the hydrology and any seismic issues, <br />and include the run-off channel. The second section will list what Council would like to <br />see on the Bernal property. It will also attempt to resolve the location of sports fields, <br />which is contingent upon Council's decision this evening. The third section will contain <br />the submission requirements so that all competitors are making the same drawings and on <br />the same scale. The whole idea is for the competition to be equitable. He mentioned that <br />a briefing would be held and is typically held about 10 days after the competitors had a <br />chance to review and read the program kit. Then the competition begins. A site tour will <br />be provided to the competitors, which tentatively is set for the end of March. He noted <br />that there would also be an opportunity during the two-stage professional competition to <br />have a staff review. The competitors would be allowed the opportunity to make <br />presentations and then get technical feedback from staff. As previously mentioned by <br />Mr. Rasmussen, one of the problems with competitions that are different from any <br />another assignment is that there is no contact with the clients, and often at the end of the <br />competition, they are suddenly surprised that they did not know something. After the <br />end of the first stage of the professional competition, the great moment arrives and all of <br />the submissions will be gathered and will be exhibited. He mentioned that he and Mr. <br />Rasmussen are looking for exhibit spaces. He believed the library would be an adequate <br />location because there is sufficient space. He believed that the end of the first stage was <br />very exciting and mentioned that many people in the community will become involved. <br />This would also be a great opportunity for the City to hold a reception, which is one way <br />to get people fi'om this community and neighboring communities involved. He <br />mentioned that this is also an opportune time for fundraising activities. At the end of the <br />first phase, the jury comes to town. Each juror will be asked to look at every submission. <br />If a juror would like to discuss a scheme with its fellow members, he or she may do so. <br />After the first round, the jury enters into a discussion with regard to the remaining <br />schemes. In the event cost issues are raised, he mentioned that he will usually have a cost <br />estimator involved, which will also ensure that each of the teams are kept honest in terms <br />of cost. At the end of the second stage, the five finalists will make their presentations to <br />the jury, which is open to the public.
