Ms. Ayala believed staff was just going to investigate what could possibly be
done to improve the workers' compensation system.

Ms. McKeehan concurred with Ms. Ayala's comments. She noted that staff
would begin to draft letters and if Council wanted the letters to be broader, then staff
would use language that is similar to what is reflected in the conclusion of the staff
report. Likewise, if Council wanted staffto be more specific, it could do so by pointing
out the particular issues.

Ms. Hosterman would like to support the motion, but would only do so by
beginning with a broader scope.

Ms. Hosterman's substitute motion died due to lack of support.

The roll call vote on the main motion was taken as follows:

AYES:
NOES:
ABSENT:
ABSTAIN:

Councilmembers - Ayala, Brozosky and Campbell
Councilmember Hosterman
Mayor Pico
None

Ms. Hosterman stated that she would not recommend supporting AB x41 and SB
x43 without having had the opportunity to read the bills in their entirety.

Ms. Ayala asked Council if it would be interested in deferring staff
recommendations one and two to another agenda which would allow Ms. Hosterman
sufficient time to read the bills.

Mr. Brozosky noted the Governor's timeline of March 1 and questioned the
timing of deferring the matter.

Mr. Campbell concurred with Mr. Brozosky's comments. He pointed out
Council's busy schedule and asked what the reality was of bringing this matter back
soon.

Given the amount of work that staffhas already done, Ms. McKeehan did not
believe it would be difficult to add consideration of supporting AB x41 and SB x43 to an
upcoming Council agenda.

Mr. Brozosky asked where these bills were in relation to the legislative process.

Pleasanton City Council 3 01/27/04
Minutes
