Marge Andrews, a Pleasanton resident, provided written communication to <br />Council stating her frustration with the timing of the traffic signal at the intersection of <br />Vineyard Avenue and Ruby Hill Drive. She believed the traffic signal benefited the <br />Ruby Hill residents and not the general public. She complained about having a red light <br />even during non-peak times and having to wait for an extended period of time when no <br />other cars were around. <br /> <br /> Gilbert Reeser, a Pleasanton resident, provided written communication to Council <br />urging Council to change the timing of the metering. He believed it did not stop cut <br />through traffic and greatly annoys Pleasanton residents. <br /> <br /> Adrienne Tange, a Pleasanton resident, provided written communication to <br />Council complaining about the backup on Vineyard Avenue as a result of the traffic <br />signal. She also complained about the traffic signal being constantly red to through <br />traffic, no matter what hour of the day one travels on Vineyard Avenue. She would like <br />the signal to be adjusted so that the light is red more often for the Ruby Hill drivers and <br />green more often for the Vineyard Avenue drivers. <br /> <br />Vice Mayor Ayala closed the public testimony. <br /> <br /> It was moved by Mr. Brozosky to continue the metering at Vineyard Avenue <br />and Ruby Hill Drive between the hours of 7:15 a.m. to 8:15 a.m., and for the <br />remainder of the time, the traffic signal is to function as an efficient stop light <br />resting in green on the arterial road and changing in the event of cross traffic. <br /> <br />Ms. Ayala inquired about the time flame for the afternoon metering. <br />Mr. Campbell indicated that Amador High School ends at 3 p.m. <br /> <br /> Mr. Knowles mentioned that he had suggested continuing the at~ernoon metering <br />from 3:30 p.m. to 6:30 p.m. using the stop and delay method. Once the Montevino traffic <br />signal is functioning, the metering could be changed to a more relaxed metering from 7 <br />a.m. to 9 p.m. to deal with the morning peak time traffic. <br /> <br /> Mr. Brozosky was not sure if the 3:30 p.m. to 6:30 p.m. metering was needed as <br />most of the traffic during that time is Pleasanton residents who are trying to get to after <br />school activities. He asked how much of that was cut through traffic, and how much was <br />traffic generated by motorists trying to get from Pleasanton to Livermore.
