He requested that he be g/ven the opportun/ty to make a presentation <br />to council that would allow him more time to discuss the elements that he is familiar <br />with in order for the City to meet the requirements for its General Plan for very-low <br />income senior housing. He pointed out that the Del Arroyo Apartments have 150 units <br />that were at one point in time, available for very-low income senior housing. He strongly <br />believed this opportunity still existed if the City would actively pursue it. <br /> <br /> Patricia Belding, Chairperson, Citizens For a Caring Community, presented <br />written communication to Council. She requested Council give a high priority stamp to <br />the consideration of the EAH proposal for senior housing on the Auf Der Maur property. <br />A non-profit development like this could serve the lowest income and meet the needs of <br />the City's residents, and it would multiply City funds through outside resources, which a <br />developer like EAH is able to put together. She believed this was the most "live" of the <br />ideas currently on the table for use of the City's low income housing fund, and urged <br />Council to give it high priority support so that this opportunity is not lost. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Hosterman, to authorize <br />staff to meet with EAH, a non-profit housing corporation, to explore the potential <br />for developing a 2.76-acre site located on Vineyard Avenue (next to Birch Creek) <br />with an affordable senior rental housing development. <br /> <br /> Ms. Hosterman noted that she had a number of concerns. She believed this <br />oppommity would allow for one hundred percent affordable senior housing in the City, <br />which would be a great addition. She pointed out that the City's financial contribution <br />might be significant, which was of concern to her. She was not buying into the <br />redevelopment of the two existing properties as she has concerns about it. She believed, <br />however, this proposed project would be a great opportunity and did not want to pass it <br />up. <br /> <br /> Mr. Brozosky believed Council should always be looking for the best <br />oppommifies for the community. He did not see any negative side to directing staffto <br />discuss the proposed project with EAH, but wanted to make it clear that at this point, it <br />was not a commitment from the City. <br /> <br /> Ms. Ayala applauded members of the community for searching out the property. <br />She pointed out that Council has a significant number of projects that it is currently <br />working on. She believed there were a lot of pieces tied to this property, including the <br />existing neighborhood. From her experience, this proposed project should be handled <br />slowly. She did not want to leave the impression that it would be realistic to have a <br />report back to Council by March. The other complicating piece of this project that is <br />important to her is the General Plan review. She pointed out that when Council approved <br />the Housing Element, Council did so in order to more forward with the State, fully <br />knowing that it would be looking at the General Plan review.
