Vice Mayor Ayala <br />conducted the remainder of the meeting. <br /> <br />Item 6d <br />Review of Traffic Metering at the Intersection of Vineyard Avenue and Ruby Hill <br />Drive (SR 04:015) <br /> <br /> Mr. Brozosky noted that he owned property in the Vineyard Avenue/Ruby Hill <br />area, and wanted to make sure he could be involved in the discussion. <br /> <br />Mr. Roush indicated that Mr. Brozosky could participate in the discussion. <br /> <br />Jeff Knowles presented the staff report. <br /> <br /> Ms. Hoste,nan indicated her desire to continue metering traffic coming into <br />town. She wanted Council to reach a point where it had the oppommity to collect as <br />much data as possible in order to know whether metering is working. Over the past four <br />weeks, she has been traveling on Vineyard Avenue at ail times of the day and night. She <br />believed there are appropriate times for metering and there are other times that metering <br />did not seem appropriate, for example, at eight or nine in the evening. If the metering <br />continues to be kept in place, she suggested narrowing the time of the metering to peak <br />traffic times so as not hinder or slow down traffic that is within Pleasanton during non- <br />peak traffic hours. <br /> <br /> Mr. Knowles noted that this could be done, but pointed out that metering of traffic <br />is policy related. He reported that regional cut-through traffic on Vineyard Avenue did <br />not begin until Route 84 became congested. He noted that Vineyard Avenue could be <br />designed to carry as much traffic as Council wanted it to, or traffic could be shifted and <br />routed to Stanley Boulevard. His interpretation of Council's previous action was to shift <br />as much traffic to Stanley Boulevard as possible, which is what staff implemented. Staff <br />could meter traffic strictly in the morning when three cars per green light are allowed into <br />town.
