Ms. Dennis stated that she was just hopeful that a status report would be brought <br />back to Council sooner rather than later. <br /> <br /> Howard Neely, 448 Amador Court, spoke in support of staff's recommendation, <br />and concurred with Ms. Dennis's comments. He believed the site for this project was <br />ideal as it is located near the downtown and near access for public transportation. <br /> <br /> Joe Jones, 3625 Touriga Drive, representing the Housing Commission, spoke in <br />strong support of anthorizing staff to meet with EAH to explore the potential for <br />developing the 2.76-acre site located on Vineyard Avenue. The Commission believed <br />that a partnership with EAH would be a unique opportunity for the City. Based on <br />discussions the Housing Commission had with EAH, EAH has agreed that any <br />contributions that the City might make would be structured as a loan and repaid to the <br />City over time into the Housing fund. He indicated that EAH had expressed a <br />willingness to be a receiver site for relocating the Kottinger Place residents should the <br />projected be developed. Once the Kottinger Place residents were relocated, the Task <br />Force could decide what would be the best land use for the redevelopment, whether it be <br />family or senior housing. <br /> <br /> Mr. Brozosky pointed out that the units that are currently located on Kottinger <br />Place and Pleasanton Gardens are extremely low-income units. He believed if those <br />residents were relocated, the rents would be required to be maintained at the same rate. <br /> <br /> Mr. Jones indicated that the Task Force would make absolutely certain that the <br />rents were maintained at the same rate. <br /> <br /> Barbara Hempill, 3186 Berkshire Court, encouraged Council to support the <br />Housing Commission's recommendation and to make this project a high priority by <br />directing staff to bring back a report at the beginning of March. She believed acquisition <br />of this property for low rent, senior housing would also facilitate the work of the <br />Kottinger Place Redevelopment Task Force, which she believed would be the best use of <br />its volunteer commitment. <br /> <br /> Dolores Bengtson, 568 Hamilton Way, thanked Council for warmly welcoming <br />citizens at its meetings. She concurred with the previous speakers' comments. She <br />believed the EAH project would provide a considerable number of one hundred percent, <br />permanently affordable senior apartments. Fu~ermore, if the project moved forward, it <br />could provide a desirable relocation site for residents of Kottinger Place and Pleasanton <br />Gardens if the redevelopment of those two complexes proceeded. <br /> <br /> Jack Dove, 5250 Case Avenue, #S110, mentioned that he had addressed Council <br />several months ago regarding his plan for housing. He pointed out that the City has a <br />General Plan, which lays out the terms for various categories of housing in the <br />community. He believed nothing has been done to address the very low-income housing <br />needs in the community.
