In <br />addition to meeting wi~h staff, thc ncxt crucial step would be to mee~ with the Auf Der <br />Maurs as EAH has short-term site control, which expires in February. He noted that the <br />Au£ Der Maurs are interested in selling their land but also have some interest and like the <br />idea of a senior housing project, and are willing to be patient sellers. EAH has an <br />understanding w~th the Auf Der Maurs that if this project looks like it is moving forward, <br />they will enter into some serious negotiations for long-term site control, which EAH will <br />need. If it looks like EAH will have a viable project, the third step would be for EAH to <br />meet with the neighbors to find out their concerns. He expressed his appreciation to staff <br />for meeting with EAH and encouraged Council to find that this project is worth <br />investigating. <br /> <br /> Mr. Brozosky asked how EAH indented to achieve the maximum density on this <br />site with its proposed development of 100 to 120 units? <br /> <br /> Mr. Blauvelt indicated that senior units would be one-bedroom units and would <br />be typically smaller in size than a family project. EAH is looking at providing less <br />parking, which for this type of project is consistent with the City's planning guidelines <br />for senior housing projects. He pointed out that this site lends itself well to a design that <br />looks like a single-family house or a couple of single-family homes. To achieve the mass <br />necessary given the parking, additional stories could be built further back on the property. <br />He believed EAH would be looking at developing a smaller number of units, but at this <br />point 80 to 120 units were only an idea and projected range. <br /> <br /> Becky Dennis, 838 Gray Fox Circle, strongly supported staff's recommendation. <br />She commended the Housing Commission for seizing the opportunity that this proposal <br />was presenting. She believed affordable housing is difficult to attain at the levels that are <br />needed for unmet housing in the City. She suggested that Council request a report on the <br />results of staff's discussions with EAH by early March. Although there are many people <br />who strongly support this proposal, she mentioned that they have expressed to her that <br />they would rather know sooner than later if this project it truly feasible. She believed this <br />site had potential feasibility, and believed this project could interact in a positive way <br />with some of the other current affordable housing proposals, particularly the affordable <br />housing needs that apply to the Inclusionary Zoning Ordinance. She believed rental units <br />are more efficient rather than laying to include the proposed units at the affordability level <br />that are needed in large lot, single-family developments. <br /> <br /> In reference to the report that Ms. Dennis recommended, Ms. Ayala asked what <br />the report would entail. <br /> <br /> Ms. Dennis believed the report should entail the results of the exploration, which <br />could include what the barriers might be, identifying the issues and how they might be <br />solved, and the financial feasibility. <br /> <br /> Ms. Ayala asked Ms. Dennis if she was asking Council to provide direction to <br />staffto stop other projects and only work on this particular one? <br /> <br />Pleasanton City Council 18 01/20/04 <br />Minutes <br /> <br /> <br />
