Ms. Hosterman noted that Council took action at its workshop that provided it the
opportunity to send letters of support with Councilmember Ayala and Brozosky's
signature in support of Workers' Compensation reform generally, with specific bulleted
areas. She stated that she would not support additional legislation on top of legislation
until it is given an opportunity to see how this will play out.

Ms. Ayala said that is exactly what has happened for the last two years and that is
why the workers' compensation system is in the state it is in now, which is why there is a
new Governor. She called for the question.

It was moved by Ms. Ayala, and seconded by Mr. Brozosky, to support the
Pleasanton Chamber of Commerce and the State Chamber of Commerce, by
supporting SB x43 (Poochigan) and AB x41 (Maldonado) [essentially the
Governor's Workers' Compensation Reform package], changes or amendments to
the bills should be considered, that an open dialogue should be continued, and that
the bills be subject to amendment through that process.

The roll call vote was taken as follows:
AYES: Councilmembers - Ayala, Brozosky, and Mayor Pico
NOES: Councilmembers Campbell and Hosterman
ABSENT: None
ABSTAIN: None

6c.
Discussion concerning the future of the Livermore-Amador Valley Water
Management Agency (LAVWMA) including the managemenh operations and
maintenance of its facilities. (SR 04:013)

Mayor Pico continued this item to March 2, 2004.

7. MATTERS INITIATED BY COUNCIL

Mr. Campbell asked Council if it would be willing to start Council meetings
earlier?

Mr. Brozosky was not sure that people would be available at an earlier hour.

Mayor Pico was not willing to consider it. He did not believe that the community
would be able to get to the Council meetings in time to participate.

Mr. Brozosky mentioned that the Val Vista Park Grand Opening was scheduled
for May 1. He noted that the skateboard park had been completed and people are using it
illegally. He believed there was a need for this type of use in the community and
requested consideration be given to opening the skateboard portion of Val Vista Park
prior to the grand opening.

Pleasanton City Council 32 02/17/04
Minutes
