Compensation reforms had yet to have an impact. He believed an injured worker should <br />be allowed the choice ora physician, which is important on many levels. He also <br />believed that chiropractors should be allowed to determine permanent disability. If <br />Council was going to support SB x43 and AB x41, he respectfully requested that it <br />support them on the condition that the bills needed to be amended in certain respects. <br /> <br /> Tony Rivera, 4300 Del Valle Parkway, concurred with Mr. Bouchard's comments <br />and the position that the Pleasanton Chamber of Commerce Board of Directors had taken. <br /> <br /> Michael O'Callaghan, 125 West Neal Street, supported the position of the <br />Pleasanton Chamber of Commerce Board of Directors. He did not believe it was time for <br />business as usual. He commended staff for taking a position, and encouraged Council to <br />be proactive and support staffby taking a position on SB x43 and AB x41. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> Mayor Pico asked ifSB x43 and AB x41 affected, in any way, public safety <br />employees? <br /> <br /> Ms. McKeehan said that the legislation that affects public safety the most was <br />dealt with at the last meeting. <br /> <br /> Mr. Campbell believed the system needed to be reformed and he did not know <br />how it would happen. The Govemor's attempts intrigued him. He believed SB x43 and <br />AB x41 were flawed. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to support the <br />Pleasanton Chamber of Commerce and the State Chamber of Commerce, by <br />supporting SB x43 (Poochigan) and AB x41 (Maldonado) [essentially the <br />Governor's Workers' Compensation Reform package]. <br /> <br /> Mr. Brozosky stated that he was open to the Legislature working on minor <br />amendments in an effort to gain a bipartisan approach. He believed this was a good base <br />to start with, and believed that the bills could be added to or minor modifications could <br />be made. He did not believe the bills that were passed last year would actually do much <br />to achieve reform for this current year. He believed a major overall reform was needed. <br /> <br /> Mayor Pico asked Ms. Ayala if she would accept a friendly amendment to her <br />motion that expresses support for the two bills but would also suggest that there may be <br />changes or amendments that should be considered, that open dialogue should be <br />continued, and that the bills be subject to amendment through that process? <br /> <br />Ms. Ayala said she would accept the friendly amendment. <br /> <br /> Mr. Campbell said he liked the amendment but did not necessarily like the <br />motion. <br /> <br />Pleasanton City Council 31 02/17/04 <br />Minutes <br /> <br /> <br />
