From a planning standpoint, Ms. McKeehan ½nflicated that staff ½s trying to obtain <br />permission fi.om the property owners if private property will be used. She stated that <br />most of the areas that will be used will be public property, but there are some private <br />areas that are being explored. She reported that the City is self-insured and if something <br />catastrophic were to occur, that liability would fall on the City. <br /> <br /> Mr. Roush concurred with Ms. McKeehan's comments. He reported that the City <br />is self-insured up to a certain dollar mount. The City will present the event plans for the <br />Bernal Block Party through its liability pool to make sure there will be coverage if <br />something catastrophic happened. He indicated that the City might be required to have <br />overriding insurance or waivers in particular situations, and as the events developed, staff <br />would have to look at these on a case-by-case basis. <br /> <br /> Ms. McKeehan indicated that this scenario is similar to what occurs for <br />public/private events in the downtown. The Bemal Block Party is a new event because of <br />the size of the area, and the fact that most of the property is not developed. <br /> <br />Mayor Pico opened the matter for public comments. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, pointed out that the Callippe Preserve <br />Golf Course would open in November. She asked if Council had started to plan and <br />budget for the grand opening, because as a Happy Valley resident, she would want to <br />know the final plans. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> Ms. Hosterman indicated that she had more questions to ask and would like to <br />have them answered before she approved allocation of any funds for the Bemal Block <br />Party. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers -Ayala, Brozosky, Campbell, and Mayor Pico <br />NOES: Councilmembers Hosterman <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Hosterman again requested support fi.om Council to agendize official support <br />of the League of California Cities' ballot measure. <br /> <br /> Mr. Brozosky mentioned that he was confused last time Ms. Hosterman made the <br />request.
